You will own the local government strategy that determines how Base is perceived and engaged across the country. The position requires a high degree of ownership as you become the trusted face of Base for mayors, city councils, and municipal leaders. You will translate complex energy infrastructure into clear benefits for local constituents and economic development. Success in this role depends on your ability to build deep, trusting relationships that demonstrate tangible value for every community. Ultimately, you will manage the intricate logistics of maintaining these relationships across a diverse portfolio of cities and states.

What you'll do

Own Base's local-government affairs strategy across assigned regions and markets - identifying priority cities and municipalities, building relationships with mayors and city officials, and creating a pipeline of opportunities for Base to support local infrastructure and economic goals.

Represent Base as the primary point of contact with local governments, attending city council meetings, municipal forums, and community events; developing materials and briefings that position Base as a credible partner for energy reliability and affordability, and grid modernization.

Identify policy barriers or opportunities at the local level (zoning, permitting, incentive programs, procurement policies), recommend solutions that enable Base to operate effectively, and execute on those recommendations.

Travel regularly across assigned states to meet with local leaders, understand their challenges firsthand, and present Base's solutions in plain language; develop briefing materials, one-pagers, and pitch decks tailored to municipal audiences.

Translate Base's technical products and capabilities into terms that resonate with mayors, council members, and everyday constituents - explaining why distributed batteries matter for their communities.

Develop and pitch coalition strategies that connect local government priorities (reliability, affordability, resilience, job creation, tax base) with Base's products; identify and recruit local partners - community organizations, business groups, labor unions, environmental advocates - to amplify support.

Build and maintain a rigorous tracking system for relationships, commitments, and follow-ups - managing contact information, conversation histories, and next steps so nothing falls through the cracks as you work across dozens of municipalities.

Conduct regular analysis of the policy landscape in each jurisdiction, synthesizing findings into actionable insights for internal stakeholders and external partners.

Coordinate closely with operations, community relations, and product teams to ensure on-the-ground realities inform our external messaging and strategic positioning.

Manage all communications and deliverables for local stakeholders, ensuring consistency with Base's brand and regulatory posture while adapting to the specific needs of each municipality.

Serve as a subject matter expert in local procurement and engagement processes, guiding internal teams on compliance and best practices for municipal interactions.

Identify opportunities to leverage data and systems for managing complex local government portfolios at scale.

Requirements

2-3 years of experience in local government relations, community organizing, public affairs, or campaign work with a track record of building relationships and winning support for initiatives - experience in energy, infrastructure, or economic development is a plus but not required.

Existing relationships with mayors, city officials, or local stakeholders, or demonstrated ability to quickly build trust with local leaders and community figures.

Outstanding written and verbal communication skills - you can explain complex products to non-technical audiences, write clear and persuasive materials for local government, and speak confidently in front of city councils and community gatherings.

Comfort with ambiguity and strong project-management discipline - ability to manage multiple workstreams simultaneously, stay organized across dozens of relationships without an extensive support system, and prioritize effectively in a fast-moving environment.

Self-starter instincts and genuine interest in understanding communities - curiosity about local economies, politics, and what matters to people in different regions; comfort traveling frequently to different cities and states.

Strong interpersonal skills and strategic thinking - ability to read a room, build coalitions, find common ground, and be an effective face for Base in diverse local contexts.

Comfort with systems and data - you'll build and maintain your own tracking tools to manage relationships, keep notes on conversations, and ensure follow-through.

A demonstrated commitment to equitable outcomes and community-centered engagement in all professional endeavors.

Nice to have

Experience working with energy, infrastructure, or economic development policy at the state or local level.

Familiarity with utility regulation, distributed energy resources, or grid modernization concepts.

Track record of developing and sustaining coalitions among diverse stakeholders.

Proficiency with data management systems and CRM platforms.
