Regulatory Policy Lead

About the role

You will own the development and execution of a multi-state regulatory strategy that directly advances Base's mission of increasing energy reliability and affordability nationwide. You will serve as the primary policy advocate in key state jurisdictions, shaping commission agendas and steering outcomes that unlock the full potential of distributed batteries. You will build and sustain a powerful network of relationships with energy commissioners, RTO and ISO stakeholders, and federal partners to ensure Base is positioned as a constructive and influential participant in the energy ecosystem. You will work in close partnership with business-development teams to identify and prioritize the most strategic markets, aligning policy opportunities with commercial growth. This role demands a rare blend of policy expertise, strategic vision, and hands-on agility to navigate a complex and evolving landscape. You will translate technical and operational realities into persuasive policy narratives, establishing Base as a trusted thought leader. Ultimately, you will ensure the company remains agile and resilient, capable of anticipating and responding effectively to any regulatory shift. Your work will directly enable the deployment of residential batteries that support consumers and fortify the grid for all.

What you'll do

• Develop and lead a comprehensive state-by-state regulatory strategy that aligns with Base's mission to transform the grid.
• Cultivate and manage deep relationships with state energy commissioners, RTO and ISO leaders, federal policymakers, and industry associations.
• Track and interpret emerging regulatory developments, turning complex policy changes into actionable insights and strategic plans.
• Represent Base in national coalitions, hearings, and stakeholder forums to champion policies that enhance reliability, affordability, and sustainability.
• Partner closely with business-development, legal, operations, product, and engineering teams to ensure policy initiatives support core business objectives and customer needs.
• Draft high-impact policy proposals, briefs, comments, and testimony to influence decision-makers and solidify Base's authority in the energy space.
• Proactively identify and navigate regulatory risks and opportunities, ensuring the company can adapt swiftly in a dynamic environment.
• Define and prioritize market entry strategies, working with internal stakeholders to select the most promising states for expansion.
• Lead coalition-building efforts, aligning with allied organizations to amplify policy impact and build broad support for progressive energy rules.
• Monitor legislative and regulatory calendars in key jurisdictions, ensuring Base is prepared to engage at every critical decision point.
• Evaluate the effectiveness of policy campaigns, using data and feedback to refine tactics and maximize outcomes over time.
• Serve as a subject-matter expert internally, equipping cross-functional teams with the regulatory context they need to execute confidently.
• Maintain a detailed understanding of utility commission procedures and rulemaking processes to optimize engagement timing and strategy.
• Champion a customer-centric approach in all policy work, ensuring regulatory advances directly benefit residential consumers and the broader grid.

Requirements

• Bring a minimum of 5 years of professional experience in the energy sector, with demonstrable progress in policy, regulation, or strategy.
• Maintain an active and influential network within energy and policy circles, including commissioners, regulators, and industry stakeholders.
• Show a clear track record of influencing policy outcomes in energy, utilities, or technology environments.
• Demonstrate exceptional communication and negotiation skills, with the ability to distill complex technical concepts into compelling, accessible policy arguments.
• Operate effectively in an ambiguous, fast-paced startup environment, moving quickly and prioritizing impact with limited guidance.
• Exhibit a strong sense of ownership, following through on commitments and taking full responsibility for results and learnings.
• Work reliably in an in-person work setting based in Austin, Texas, aligning fully with team collaboration and company culture.

Nice to have

• Experience with energy storage policy and market rules in deregulated electricity markets.
• Background in utility regulatory proceedings or participation in formal rulemaking dockets.
• Familiarity with regional transmission organizations and independent system operators.
• Knowledge of distributed energy resource valuation and grid services compensation mechanisms.
• Prior collaboration with startups or venture-backed companies in the energy technology sector.
• Demonstrated success in managing multi-stakeholder initiatives and coalition leadership.

Practical notes

Work is full_time and based in Austin, TX. You will be expected to work at Base pace, which may include long hours during critical initiatives. This role requires in-person presence at the Austin office. Travel may be required for stakeholder meetings, hearings, and industry events. Visa sponsorship is not available for this position. The role is subject to rapid evolution, and responsibilities may expand or shift based on immediate business needs.
