We are currently searching for a DIA Technical Program Manager for a position that is contingent upon final award confirmation. This position will be based at Joint Base Anacostia Bolling in Washington, DC and requires an active Top Secret/SCI clearance. In this capacity, you will provide essential financial and project management support to the Defense Intelligence Agency, directly enhancing operational readiness and effectiveness. Key duties will involve budget analysis, comprehensive program oversight, detailed reporting, and assistance with planning and executing mission-critical operations.

The selected Program Manager will serve as the primary liaison connecting the Defense Intelligence Agency, the U.S. Army Corps of Engineers, the White House, and additional government stakeholders. You will be responsible for executing the contract and deploying the necessary personnel to fulfill all contract requirements. Success in this role demands the ability to create detailed project management plans, lead cross-organizational teams, construct realistic project schedules, and diligently monitor and communicate project status. You will guide the initiative from its initial phase through successful physical and financial closure.

A strong foundation in customer service is essential, as this role requires a high level of comprehension regarding construction drawings and established industry practices. You must be adept at formulating cost estimates derived from conceptual designs, utilizing R.S. Means data. Your expertise will be critical in managing projects using Microsoft Office Suite and MS Project.

The position requires a specific educational background and extensive practical experience. A graduate degree focused on business or construction discipline is mandatory. Consideration for this position requires a minimum of a decade of hands-on experience specifically within program management, facility operations, construction, and design methodologies. Active certification as a Project Management Professional from the Project Management Institute is a distinct advantage.

This engagement involves significant commitment and may require travel to various locations, including the USCENTCOM region, as dictated by the scope of the contract. The compensation package reflects the scope of responsibility and ranges from $124,963.00 to $196,500.00 on an annual basis.

Key Responsibilities

You will own the comprehensive lifecycle management of a federal program based in the nation's capital. Your role will involve orchestrating budget analysis and oversight for Defense Intelligence Agency projects. You will coordinate interactions between the Defense Intelligence Agency, U.S. Army Corps of Engineers, the White House, and other relevant government entities. A core function includes developing project schedules and rigorously tracking status to ensure mission-critical deadlines are met. You will be responsible for creating cost estimates from conceptual plans using R.S. Means. The position requires guiding a program through all phases, from initial concept to final closeout. Maintaining detailed documentation and producing progress reports for oversight bodies is also required. You will update project management plans to facilitate effective coordination among multi-organizational teams.

Requirements

• Graduate degree in business or construction discipline.
• Minimum of ten years of relevant experience in program management, facilities, construction, and design.
• Active Top Secret/SCI clearance and willingness to travel domestically for USCENTCOM assignments.
• Demonstrated ability to interpret construction drawings and specifications.
• Knowledge of standard industry practices and cost estimation techniques.
• Expertise in Microsoft Office and MS Project.
• Project Management Professional (PMP) certification is highly valued.
