About the role
The Senior Contracts Administrator at Significance Inc. owns the complete oversight and execution of federal prime and subcontract lifecycles from initiation through closeout. This senior role ensures strict adherence to federal regulations while managing complex negotiations across prime agreements and subcontracts independently. The position requires deep expertise in FAR and DFARS, along with hands-on experience in GWAC and IDIQ environments to mitigate performance and compliance risks. The administrator collaborates closely with Program Management, Finance, Business Development, Human Resources, and Executive Leadership to align contract terms with operational and strategic goals. This role supports mission-driven work for federal civilian and Department of Defense clients in a woman-owned consulting firm recognized as a Best Place to Work. The successful candidate will be highly organized, self-motivated, and capable of handling multiple high-stakes agreements without constant supervision. What you'll do
- Review, negotiate, and manage all contracts, modifications, non-disclosure agreements, teaming agreements, subcontract agreements, 1099-consultant agreements, proposal and bid documentation, and related contract files.
- Maintain day-to-day oversight and management of federal prime contracts, including GSA Schedules, IDIQs, and other large MACs from initiation through closeout.
- Collaborate with Program Managers to examine contractual terms, identify gaps, and reduce performance or compliance risks across the agreement portfolio.
- Proactively identify contractual, performance, and compliance risks, then develop mitigation strategies and lead resolution efforts with internal and government teams.
- Ensure delivery of contractual deliverables and timely responses to CPARS evaluations as part of ongoing contract oversight.
- Work closely with Finance and Accounting to verify contract values, funding, timekeeping, billing, and other financial requirements for both prime and subcontract agreements.
- Maintain accurate contract files and setups in the Unanet ERP system to ensure data integrity and audit readiness.
- Support Business Development by handling data requests, tracking critical deadlines, and assisting with quote and RFP submissions in a regulated environment.
- Submit quarterly SRS and IFF payments for GSA Schedule(s) in compliance with federal billing requirements.
- Plan and schedule compliance activities, including audits by GSA and DCAA, coordinating documentation and responses as needed.
- Develop and maintain internal contract administration SOPs, templates, checklists, and compliance controls to ensure consistency across all contract actions.
- Ensure compliance with all Federal Acquisition Regulations, FAR supplements, and Defense Federal Acquisition Regulation Supplement provisions for every engagement.
- Handle controlled unclassified information, proprietary data, and sensitive government materials in accordance with federal security requirements and handling protocols.
- Review and negotiate all subcontracts, modifications, non-disclosure agreements, teaming agreements, 1099-consultant agreements, and related subcontract files with the same rigor as prime agreements.
- Prepare and administer subcontracts, task orders, and subsequent amendments to align with customer requirements, government regulations, and Significance procurement policies.
- Oversee receipt and accuracy of subcontractor delivered documents, monitoring performance against schedule, cost, and technical objectives post-award.
- Conduct vendor management activities for lower-tier subcontractors and 1099 consultants, including startup, onboarding, awards, and renewals.
- Provide funding oversight for subcontracts and task orders to ensure proper allocation and utilization throughout the contract lifecycle.
- Interface regularly with HR, Finance, Leadership, and mission teams to resolve issues, clarify requirements, and maintain alignment on objectives.
- Monitor and ensure timely completion of CPARS responses and all contractual deliverables in support of customer expectations.
- Maintain current knowledge of federal acquisition regulations and updates affecting prime and subcontract administration.
- Process payments and financial reporting for GSA Schedules using SRS and IFF systems in a timely and accurate manner.
- Utilize Unanet ERP, GSA Schedules, IDIQ frameworks, and related tools to perform contract closeout activities and documentation.
- Apply expertise in CUI handling, DCAA compliance, NAICS classifications, TAA, and SAM.gov records management within daily workflows.
- Operate independently on complex federal contracts while demonstrating strong ownership and accountability for outcomes.
- Communicate effectively during core business hours to support distributed teams and uphold continuity across engagements.
Requirements
- Demonstrate the ability to administer the full lifecycle of both prime and subcontract agreements independently and accurately.
- Show proven expertise with FAR and DFARS rules, including practical application within GWAC and IDIQ contractual frameworks.
- Possess the capability to manage complex negotiations with Program Management and executive stakeholders without direct supervision.
- Interface regularly with HR, Finance, Leadership, and mission teams to ensure alignment on contract and operational objectives.
- Ensure timely responses to CPARS evaluations and completion of all contractual deliverables in support of customer programs.
- Safeguard controlled unclassified information and sensitive government materials in strict accordance with federal security requirements.
- Monitor subcontract performance concerning schedule, cost, and technical objectives to identify and address variances promptly.
- Maintain current knowledge of federal acquisition regulations and updates that impact prime and subcontract administration activities.
