About the Role
You will own the end-to-end strategy for Pebl's global benefits portfolio, defining what we offer and where we offer it across our operational footprint. You are accountable for designing and negotiating supplemental benefits plans that directly support our company-wide attach rate targets and margin objectives. You will champion a shift from allowance-based benefits to high-margin, revenue-generating insurance products that scale globally. You will partner closely with procurement, product, and finance to align our benefits roadmap with commercial and compliance requirements across 185+ countries. You will manage a complex portfolio of over 70 plans annually, ensuring continuity, compliance, and performance across renewals and new launches. You will act as the central expert on global benefits trends and regulations, translating this knowledge into actionable strategies for our leadership and GTM teams. By driving data-informed decisions and cross-functional alignment, you will help position benefits as a core driver of employee value and business growth at Pebl.

What You'll Do
Source and contract with global and regional vendors to implement new benefits plans, managing a multi-year renewal calendar that spans over 70 plans and requires coordinated oversight across markets.
Negotiate commercial terms, service levels, and pricing structures with brokers and carriers, ensuring competitive positioning, risk mitigation, and profitability across our key geographies.
Partner with product and engineering teams to define the benefits roadmap, integrating supplemental plans into Pebl's global platforms and prioritizing capabilities such as Day-1 enrollment and real-time visibility.
Lead cross-functional socialization programs that align benefits strategy with executive leadership initiatives, go-to-market goals, and R&D product roadmaps to ensure enterprise-wide adoption.
Shift the portfolio from zero-margin allowance spend to margin-bearing insurance products, optimizing the global profit and loss while maintaining competitive attractiveness in key talent markets.
Evaluate and standardize local and global benefit designs into clear Core, Standard, and Premium packages, using market data and attach rate trends to maintain competitiveness.
Manage relationships with 70+ global vendors and brokers, establishing clear accountability, performance metrics, and governance to guarantee service quality and timely execution.
Use data-driven insights to identify gaps in coverage, utilization, and cost, conducting root cause analysis and adjusting strategies to improve plan performance and employee outcomes.
Collaborate with HRIS and payroll stakeholders to ensure seamless benefits administration, accurate eligibility tracking, and smooth integration with systems used across our international workforce.
Support the rollout of new benefits in priority markets, coordinating with local experts to navigate regulatory constraints and ensure compliance in each jurisdiction.
Define and monitor key performance indicators for benefits programs, reporting results to leadership and refining strategies based on trends in utilization, cost, and employee feedback.
Champion a benefits-first mindset across the organization, educating stakeholders on the value of insurance-based plans and enabling sales and recruitment advantages.
Own the documentation of processes, SLAs, and vendor agreements, ensuring transparency and continuity across the global benefits ecosystem.
Lead structured reviews of plan performance during renewal cycles, using attach rate analysis and financial modeling to guide decisions on renewals or replacements.
Act as the primary point of contact for internal stakeholders seeking guidance on benefits strategy, eligibility rules, and coverage options across regions.
Drive initiatives to improve platform visibility for benefits, including enhancements to tools such as the Global Work Platform and OfferGen to support employee access and understanding.
Requirements
Hold a Bachelor's Degree in a related field or possess equivalent work experience that demonstrates a strong foundation in benefits, HR, or business strategy.
Bring 6 or more years of experience in benefits delivery, with a proven track record in designing, managing, and scaling global benefits programs.
Show a history of building and maintaining relationships with key stakeholders such as HR business partners, HRIS specialists, and payroll leaders to enable cross-functional execution.
Demonstrate critical thinking and initiative, using individual research and analysis to solve complex problems and drive benefits strategies forward.
Work effectively across multiple departments and geographies to achieve outcomes that benefit the broader organization and support long-term strategic goals.
Communicate clearly and professionally in writing and speaking, with strong interpersonal skills that enable collaboration with diverse teams and stakeholders.
Apply strong project management skills to coordinate timelines, dependencies, and resources for a high-volume global renewal environment.
Maintain a strict level of confidentiality and exercise sound judgment and diplomacy when handling sensitive employee and vendor information.
Manage multiple priorities and shifting deadlines while maintaining accuracy and attention to detail in all deliverables and communications.
Operate effectively in a high-energy, fast-paced environment, balancing strategic thinking with tactical execution across all levels of the organization.
Leverage Microsoft Office Suite, spreadsheets, and benefits-specific software to analyze data, model scenarios, and prepare reports for decision-making.
Possess knowledge of benefits administration principles and compliance considerations, with an understanding of basic HR and payroll practices as they apply to global programs.
Demonstrate the ability to learn and adapt to new regulations, platform tools, and vendor landscapes in rapidly changing international markets.
Show commitment to a benefits-first philosophy, aligning product decisions and partnerships with the goal of increasing margin-bearing plan adoption.

Proven experience designing and standardizing local and global benefit plans into structured Core, Standard, and Premium offerings.
Demonstrated success managing relationships with 70+ global vendors and negotiating commercial terms that balance cost, service, and risk.
Experience in financial modeling and P&L ownership for benefits portfolios, including shifting allowance-based spend into margin-generating products.
Background collaborating with R&D and product teams to integrate benefits into software platforms and improve visibility and enrollment flows.
Track record of leading cross-functional socialization and change management initiatives in global, matrixed organizations.
Experience using data and attach rate analytics to identify gaps, perform root cause analysis, and refine benefits strategies over time.
Familiarity with benefits administration platforms and compliance requirements in multiple jurisdictions, particularly within Europe and other major markets.
Practical Notes
This role is based in Lisbon, Portugal, and requires availability during standard working hours.
Travel may be required to support vendor meetings, stakeholder engagements, and market-specific initiatives as needed.
