About the role
You own the end-to-end health, safety, and environmental strategy for the Stargate Norway hyperscale data centre build in Narvik. You act as the statutory KU (Coordinator for the Execution Phase) under Norwegian regulations and are the definitive HSE authority on site. You set, drive, and assure a prevention-led safety culture across all contractors and workstreams for one of Europe's most advanced AI infrastructure projects. You provide top-level leadership, governance, and independent assurance to executive stakeholders on HSE performance, risk, and compliance. You define the project-wide HSE framework, manage SIMOPS, and oversee serious incident investigations to drive systemic learning. You lead, mentor, and influence a team of HSE Managers and advisors across a complex, high-risk, multi-contractor environment.

What you'll do
Coordinate statutory HSE leadership as the KU under Norwegian construction regulations for the Stargate Norway project.
Ensure effective coordination of health, safety, and environmental management across all contractors, work packages, and site interfaces.
Define, implement, and enforce a robust project-wide HSE framework, roles, responsibilities, and lines of control.
Own the risk management structure, ensuring systematic identification, assessment, and mitigation of high-risk activities such as lifting, energisation, working at height, and heavy civil works.
Lead and oversee serious incident investigations, ensuring rigorous root cause analysis and the implementation of systemic corrective actions.
Provide independent assurance to Project Directors and JV leadership on HSE performance, risk exposure, and compliance with Norwegian legislation.
Set and lead the overall HSE strategy aligned with Norwegian legislation, JV standards, and international best practice.
Establish and maintain a strong HSE Management System that is fit for purpose on a large-scale, multi-contractor hyperscale build.
Lead high-level HSE reviews, reporting, and governance forums to drive continuous improvement and learning.
Ensure full compliance with Norwegian HSE legislation (Arbeidstilsynet) and all relevant EU directives.
Act as the primary interface with regulators and authorities, overseeing audits, inspections, and regulatory reporting.
Provide visible, hands-on leadership across all contractors, setting clear expectations and standards for HSE performance.
Ensure consistent and rigorous application of HSE requirements across EPCs and subcontractors through audits, checks, and reviews.
Drive a proactive, prevention-first safety culture, championing behavioural safety, leadership engagement, and workforce participation.
Requirements
12-15+ years' experience in HSE leadership on major construction or infrastructure projects with demonstrable responsibility for safety outcomes.
Proven experience acting in a senior HSE leadership role on complex, multi-contractor sites with significant simultaneous activities.
Demonstrated experience, or clear readiness, to act as KU under Norwegian construction regulations and manage the associated statutory responsibilities.
Strong working knowledge of Norwegian HSE legislation and construction safety frameworks, including Arbeidstilsynet requirements.
Background in hyperscale data centres, energy, oil & gas, or other high-risk environments is highly desirable given the complexity of the work.
Certified to NEBOSH, IOSH, or equivalent, with relevant Norwegian/EU-aligned qualifications that demonstrate professional HSE competence.
Deep expertise in risk management, SIMOPS control, incident investigation, and the application of robust safety management systems.
Strong leadership presence with the ability to challenge, influence, and drive accountability at all levels, from operatives to executive sponsors.
Fluent in English; Norwegian language skills are strongly preferred due to the regulatory and stakeholder engagement context.
A structured, data-driven approach with strong judgement under pressure in a high-risk, fast-paced, and dynamic construction environment.
