About the role

The will act as the principal regulatory strategist responsible for enabling the company's rapid expansion into new business lines and global markets. This role owns the full regulatory lifecycle for Meter's evolving operations, from initial market entry assessments through ongoing compliance management and policy implementation. The hire will translate complex regulatory landscapes into actionable strategies that allow Meter to operate as a regulated telecommunications provider across multiple jurisdictions. They will serve as the central expert on telecom, data privacy, export control, and safety regulations, ensuring that Meter's ambitions are pursued within strict legal boundaries. This position requires a proactive approach to identifying regulatory risks early and designing practical, scalable solutions that protect the company without stifling growth. The Regulatory Counsel will build foundational programs and processes that define how Meter manages compliance, risk, and governance for the long term.

Key facts

What you'll do

• Assume the role of Meter's primary telecom lawyer, guiding our strategy to become an ISP across the United States, Canada, the United Kingdom, the European Union, Australia, and other jurisdictions.
• Systematically construct Meter's international risk compliance program, managing FCPA, export controls, CFIUS, and sanctions, and overseeing end-to-end market entry into each new region.
• Provide practical advice on B2B data privacy, aligning GDPR and CCPA compliance with the security organization to advance Meter's privacy-as-a-product vision.
• Act as legal counsel to the Marketing Team, clearing advertising claims and campaign copy, structuring sweepstakes and promotions, documenting event and sponsorship agreements, and protecting the Meter brand and trademarks.
• Build Meter's vendor risk program, beginning with the physical installers who deploy our networks, conducting due diligence, drafting contracts, and managing ongoing oversight.
• Serve as product counsel, advising compliance engineers on FCC and safety requirements for our hardware certification process.
• Advise the Machine Learning and AI teams on the responsible development, deployment, and documentation of their models.
• Collaborate with People and Facilities Teams on employment, safety, and Occupational Safety and Health Administration (OSHA) matters.
• Support dispute management and litigation while creating thoughtful, repeatable, and defensible compliance processes and policies in partnership with the General Counsel.
• Evaluate regulatory trends and translate emerging requirements into internal policies, training, and technical controls before they become critical issues.
• Partner with cross-functional leaders to design market entry checklists, compliance frameworks, and operational playbooks for each new geography.
• Draft, review, and negotiate agreements with carriers, vendors, and partners to ensure regulatory obligations are clearly allocated and enforceable.
• Monitor regulatory enforcement actions and industry developments to advise the company on strategic pivots and risk mitigation.
• Lead internal audits and testing programs to validate compliance with privacy, export control, and telecom rules.
• Prepare regulatory filings, licenses, and submissions necessary to obtain and maintain authorization in multiple jurisdictions.
• Communicate complex regulatory constraints and requirements to non-technical stakeholders in clear, actionable terms.

Requirements

• Hold a Juris Doctor from a top law school and demonstrate a record of academic and professional excellence.
• Maintain active membership in good standing with at least one state bar, with the capability to obtain additional state bar admissions as required by the role.
• Bring prior in-house regulatory experience shaping policy in dynamic, growth-stage environments where responsibilities evolve quickly.
• Show a proven track record of advising technology companies on telecom, privacy, export control, and safety matters.
• Exhibit strong analytical skills, with the ability to interpret statutes, regulations, and case law to derive practical compliance strategies.
• Demonstrate experience navigating U.S. federal regulatory agencies such as the FCC, FTC, and OSHA, as well as international counterparts where applicable.
• Highlight a history of drafting clear, precise, and enforceable policies, contracts, and procedures that withstand regulatory scrutiny.
• Commit to acting with the highest standard of integrity, discretion, and ethical judgment in all professional interactions.

Nice to have

• Experience advising companies on AI governance, model risk management, and responsible AI deployment.
• Background in ISP, telecom infrastructure, or network operations regulation.
• Familiarity with privacy-enhancing technologies and data protection frameworks across multiple legal systems.
