This role reports to the Chief Estimator within the Preconstruction business unit. The position is full-time and classified as Exempt. The work location is Wyoming, with a hybrid option available. Compensation details are provided separately. The estimated range reflects base compensation only.
Job Summary
The Pipeline Estimator West will own the full estimate cycle for large pipeline projects. The role requires turning complex drawings into accurate bids while guiding teams from intake through final handoff. The individual will drive clarity under tight timelines and ambiguous scopes. Each number must link to a clear assumption. Before mobilization, this work shapes project direction, balancing cost, risk, and buildability for crews in the field. The position estimates projects sized up to $25 million, depending on complexity and the level of self-performance.
Essential Job Responsibilities
Estimate projects of size and scope upwards of $25 million, considering complexity and self-performance levels.
Develop estimates for lump sum, unit price, Time & Material, and Time & Material Not to Exceed projects.
Attend virtual and or on-site pre-bid meetings or shows. Be willing to travel to on-site bid shows in the Rocky Mountain region and the Dakotas.
Read and understand all bid documents, including drawings, scope of work, contract documents, and project specific specifications.
Draft pre-estimate checklists and opportunity matrices based on bid documents and pre-bid meeting insights.
Set up bid review meetings with internal staff, including Project Managers, Area Managers, and Superintendents.
Review Request for Information items to address questions throughout the bid process.
Perform quantity take-offs and use them to develop estimates.
Assign labor, equipment, materials, and subcontractors to task quantities.
Contact subcontractors and vendors for pricing or quotes. Expectation is to obtain three estimates per trade or material.
Understand project requirements and assign indirect costs for project oversight, safety, and miscellaneous consumables.
Break projects down to a granular level to establish the work breakdown structure. This structure must be transferable to project reporting and tracking systems.
Pull information from multiple sources and compile it into a comprehensive, easy-to-understand bid proposal.
Generate cashflow tables and project risk analysis reports, including associated contingency evaluations.
Generate all submittals called for in the Request for Quote.
Compile exceptions and clarifications.
Generate project schedules and resource loading reports.
Lead bid review meetings and provide necessary information.
Answer post-bid or shortlist questions and participate in customer-led post bid review meetings.
If awarded, compile all bid information and disseminate it into appropriate project folder files. Lead project turnover meetings and work with operations throughout the pre-construction phase.
Apply pragmatic analysis of the overall project execution process to ensure the estimate reflects efficient execution.
Minimum Qualifications
Required
- Minimum of five years of estimating experience focused on pipeline or oil and gas projects.
- Ability to read and interpret drawings, specifications, and contracts thoroughly.
- Experience developing estimates using unit price, lump sum, Time & Material, and Time & Material Not to Exceed structures.
- Willingness to travel to regional bid events in the Rockies and Dakotas.
- Skill in translating project needs into indirect costs, overhead, and contingency.
- Capacity to break projects into granular tasks and create work breakdown structures.
- Strong proficiency with Microsoft Office, estimating software, and scheduling tools referenced in bid documents.

Experience generating cashflow curves and risk analysis that inform pricing strategy and contract positioning.
