Defining Questions and Study Design

You will establish the foundation for every project by clearly defining the central question. Your role involves shaping the study design before any data collection begins. You translate ambiguous mandates into focused research objectives. This initial scoping determines the boundaries and success metrics for the engagement. You ensure that the inquiry targets the right outcomes for agency leaders.

Organizing Data and Revealing Patterns

Your primary task is constructing analytical builds that organize complex records. You develop structures to track metrics and reveal movement over specific time periods. You translate raw information into understandable patterns for decision makers. This work uncovers trends that are not immediately visible. Your analysis provides the context needed for strategic public service choices.

Quality Review and Insight Generation

You will guide systematic review routines to check the quality of outputs. These routines confirm the relevance of findings and highlight unexpected discoveries. You build checks that guard against inconsistencies and methodological flaws. This diligence ensures the integrity of the analytical process. Communicating Results and Practical Application

To succeed in this role, you must bring three years of experience in data, research, or analysis. You must navigate environments where technical systems intersect with human processes. Comfort with structured methodology is essential. A background in service design or public sector work is preferred. This position suits a detail-oriented generalist.

What you'll do

• Interpret project mandates and transform them into precise analytical frameworks that guide the work of the Engagement Team.
• Design study architectures that clarify objectives, identify relevant data sources, and outline methods for measuring success before collection starts.
• Construct analytical models that organize fragmented records and convert them into structured metrics that track performance over time.
• Translate intricate data streams into coherent narratives and visual patterns that reveal hidden trends for stakeholders.
• Synthesize findings into formats that support strategic public service decisions and clarify trade-offs for leaders.
• Establish quality assurance routines that validate the accuracy, relevance, and consistency of analytical outputs.
• Shape clear shipping formats, including visual dashboards and plain language summaries, tailored for busy decision makers.
• Coordinate delivery timelines to ensure materials reach stakeholders at points of maximum impact and urgency.
• Partner with cross-functional teams to align tools, expectations, and schedules so insights move reliably into action.
• Develop intake practices that surface constraints early, enabling realistic scoping and efficient project design.
• Build review checklists that document process steps, assumptions, and validation criteria to maintain rigor across engagements.

• Maintain detailed records that support audits, reproducibility, and continuous refinement of methods.
• Communicate complex ideas clearly in both spoken and written forms to diverse audiences with varying levels of expertise.

Requirements

• Must be a U.S. citizen due to the nature of the public service work and data sensitivity involved in federal projects.
• Must reside in Washington DC, Maryland, or Virginia to comply with regional employment regulations for this role.
• Must hold a Bachelor's degree or higher from an accredited institution.
• Must possess three years of demonstrated experience in data analysis, research, or related analytical roles.
• Must have hands-on experience managing projects where technical systems intersect with human processes.
• Must be comfortable applying structured methodology to solve problems and test assumptions.
• Must demonstrate strong written and verbal communication skills for coordinating with diverse teams.
• Must be detail-oriented and capable of handling multiple quantitative, narrative, and visual tasks concurrently.
• Must be able to obtain and maintain a Public Trust clearance as required by federal contracting standards.
• Must comply with all eligibility rules associated with Service-Disabled Veteran-Owned Small Business participation in federal markets.

The position offers an annual salary between $130,000 and $150,000 during 2 Ibility operates as a Service-Disabled Veteran-Owned Small Business committed to practical innovation in public service. The role requires U.S. citizenship and location within the Washington DC metropolitan area due to federal compliance rules. Travel is not required for this position. The work is conducted entirely online using digital collaboration tools.
