About the role
The Senior Manager, Digital Strategy and Plans (MOE) plays a key role in driving MOE's digital transformation agenda through strategy formulation, portfolio management, workforce transformation and funding reform. The role supports the development and implementation of MOE's Ministry Family Digitalisation Plan (MFDP), ensuring that digital priorities are anchored on clear business outcomes, sustainable operating models, realistic resourcing plans and shared business-technology ownership. The incumbent will work across MOE HQ divisions, product teams, technology teams and governance forums to translate digital priorities into actionable programmes, assess strategic value and readiness, and strengthen the shift towards product-centric, outcome-driven and user-centred delivery. What you'll do
Co-lead the development and refinement of MOE's digital transformation strategies and roadmap.
Analyse and assess strategic value, readiness and business-technology ownership across MOE's digital initiatives and programmes.
Translate MOE's digital priorities into actionable programmes, product-centric outcomes and user-centred delivery models.
Champion portfolio management and funding reform to optimise investment decisions and digital resourcing alignment.
Drive workforce transformation initiatives to strengthen digital capabilities and operating models across MOE.
Work closely with MOE HQ divisions, product teams and technology teams to ensure coherent implementation of digital strategies.
Participate in governance forums to define and refine digital standards, policies and performance frameworks.
Strengthen the shift towards outcome-driven delivery by defining clear business outcomes, resourcing plans and ownership structures.
Analyse and refine Ministry Family Digitalisation Plan (MFDP) components to ensure alignment with Singapore's Smart Nation vision.
Collaborate with technology and design teams to prototype, test and iterate digital solutions that meet public service needs.
Provide thought leadership and guidance on digital best practices, emerging technologies and transformation methodologies within MOE.
Monitor and evaluate digital programme performance, recommending adjustments based on strategic feedback and changing requirements.
Foster shared business-technology ownership by building cross-functional collaboration and alignment across MOE departments.
Support the development and communication of digital strategies, ensuring clarity, coherence and consistency across MOE's digital ecosystem.
Requirements
Bring to the table at least a decade of relevant experience in digital strategy, transformation or portfolio management within the public sector or a related domain.
Demonstrate a strong track record of formulating and implementing digital strategies and transformation programmes in a complex government environment.
Possess deep expertise in digital service design, product management and user-centred delivery methods.
Show proven ability to manage and govern multiple digital portfolios and initiatives simultaneously while balancing priorities and resources.
Have a solid understanding of technology trends, digital platforms and cybersecurity considerations relevant to public sector transformation.
Exhibit strong analytical and problem-solving skills, with the capacity to assess strategic value, readiness and risk in digital investments.
Be comfortable working collaboratively across ministries, agencies and cross-functional teams in a government setting.
Hold a degree in a relevant discipline such as Computer Science, Information Systems, Public Administration or a related field.
Nice to have
Experience in driving large-scale digital transformation in a public sector or Smart Nation context.
Familiarity with MOE's Ministry Family Digitalisation Plan (MFDP) and related policy frameworks.
Background in technology, data, cybersecurity or product-led service design within government.
