About the role
You will serve as the Deputy Director for Product Management within the Singapore Customs product team at GovTech, owning the end-to-end strategy and execution for government-to-business products in the trade ecosystem. You will act as the key leader driving the transformation of business processes through technology, ensuring that digital products remain relevant and deliver measurable value to both businesses and government stakeholders. In this role, you will establish a clear product vision and translate it into actionable roadmaps that balance user needs, technical constraints, and design goals. You will be the primary driver in implementing product initiatives from process transformation to development, testing, delivery, and continuous improvement. A major focus will be the platform enabling trade-related transactions and connections between various stakeholders, including overseas Customs authorities and other trade regulators in Singapore. You will also coach other product managers within the Finance cluster, elevating the overall capability and alignment of product practices across the organization.

What you'll do
Lead the end-to-end product management for government-to-business products within Singapore Customs, defining vision, strategy, and execution.
Collaborate closely with business partners to craft a clear product vision and mission, securing stakeholder buy-in and alignment across agencies.
Establish and communicate a compelling product vision that guides development, ensuring it meets user needs and adapts to evolving requirements.
Work with business partners to define product outreach and promotion strategies, ensuring effective adoption and engagement from trade stakeholders.
Define and execute the product go-to-market strategy, coordinating with relevant partners to ensure successful implementation and scaling.
Design, test, and iterate through experiments to continuously improve the user journey and product experience for all participants in the trade ecosystem.
Manage the product budget, monitoring expenditures, overseeing cashflow, and securing necessary funding to support product initiatives.
Develop and maintain a detailed workplan with the product team, outlining timelines, deliverables, and dependencies.
Provide sufficient resources for product development, including the procurement of software, hardware, and ICT professional services to support delivery.
Conduct user studies to understand needs and problems, capturing insights that inform product decisions and enhancements.
Analyse data to uncover usage patterns and behaviors, using findings to guide product improvements and strategic adjustments.
Champion the development and maintenance of a platform that facilitates trade-related transactions and connections among stakeholders.
Oversee product readiness for overseas Customs authorities and trade regulators, ensuring interoperability and compliance where applicable.
Coach and mentor other product managers within the Finance cluster, fostering a strong product culture and capability across teams.
Requirements
Demonstrate a strong understanding of product management principles and practices, with a proven track record in digital product development.
Possess excellent collaboration and communication skills, enabling effective engagement with business partners, stakeholders, and cross-functional teams.
Show capability in crafting product vision, defining strategy, and translating these into executable roadmaps and tangible outcomes.
Have experience in managing products within a government or public sector context, with an understanding of regulatory and compliance considerations.
Demonstrate strong analytical skills, using data to drive decisions, uncover insights, and measure product performance effectively.
Exhibit strong budget and resource management skills, including experience in monitoring expenditures, managing cashflow, and securing funding.
Show ability to lead and coordinate multiple stakeholders, ensuring alignment and progress across technical, business, and design domains.
Have experience in user research, including conducting studies and interpreting findings to inform product strategy and improvements.
Nice to have
Experience in trade, customs, or logistics domains, providing familiarity with relevant processes and stakeholder expectations.
Background in coaching or mentoring other product managers, contributing to building product capability across teams.
Experience with platforms enabling transactions between multiple stakeholders, including interoperability considerations across systems and authorities.
