About the role

The is a leadership position within the Government Digital Transformation (GDT) organisation. GovTech is the lead agency driving Singapore's Smart Nation initiatives and public sector digital transformation. As the Centre of Excellence for Infocomm Technology and Smart Systems (ICT & SS), GovTech develops the Singapore Government's capabilities in Data Science & Artificial Intelligence, Application Development, Smart City Technology, Digital Infrastructure, and Cybersecurity. This role sits within the Strategy & Plans Office (SPO) in GDT, which enables government agencies' success in digital transformation by bringing the best of GovTech - through forward-deployed CIO teams and shared capabilities - to deliver impactful digital services for citizens, businesses, and public officers.

This position is critical in driving the strategic direction, development, and implementation of strategy and plans that align with the GDT's goals and objectives. The role is a strategic translator, converting high-level executive directives and GDT Exco guidance into compelling, actionable roadmaps that shape Singapore's digital government landscape. What you'll do

• Define and shape the strategic direction, development, and implementation of strategy and plans aligned with the GDT's goals and objectives.
• Translate ambiguous executive visions and GDT Exco directives into compelling, actionable roadmaps for nationwide digital transformation.
• Lead the strategic orchestration of Singapore's key digital transformation programmes, including CIO Teams of the Future and Ministry Family Digitalisation Plan.
• Design and execute strategic frameworks that unite Singapore's government agencies in their digital journey.
• Identify cross-divisional planning opportunities and orchestrate sessions that amplify transformation impact across the whole-of-government landscape.
• Craft compelling strategic narratives that drive coordinated action and deliver breakthrough synergies across agencies.
• Leverage digital transformation expertise to define success metrics, architect workforce transformation strategies, and chart ambitious pathways for digital government.
• Mentor high-potential Managers and Senior Managers, guiding them in strategic thinking, stakeholder mastery, and initiative execution.
• Build SPO's capability pipeline by developing talent and sustaining long-term leadership capacity.
• Engage directly with Singapore's most senior stakeholders as a Senior Stakeholder Influencer and Alliance Builder.
• Champion a culture of innovation, accountability, and excellence within the Strategy & Plans Office and across the digital transformation community.
• Drive evidence-based decision making and ensure strategic initiatives deliver measurable outcomes for citizens, businesses, and public officers.
• Collaborate with domain experts and technical teams to align strategies with emerging technology trends and digital infrastructure capabilities.
• Champion change management efforts that enable public sector officers to adopt new ways of working and digital tools effectively.
• Contribute to thought leadership and best practices in digital government transformation, enhancing GovTech's role as a Centre of Excellence.

Requirements

• You possess a strong track record in strategic planning, digital transformation, or public sector leadership roles.
• You have demonstrated ability to translate executive intent into practical, implementable strategies and roadmaps.
• You bring substantial experience in programme orchestration and cross-functional leadership in complex, multi-agency environments.
• You have deep expertise in digital transformation principles, technologies, and their public sector applications.
• You hold a strong understanding of government operations, policy frameworks, and the unique demands of digital service delivery.
• You are an accomplished stakeholder influencer capable of engaging senior leadership and forging effective alliances across government.
• You exhibit exceptional strategic thinking, problem-solving, and decision-making capabilities under ambiguity and pressure.
• You have a proven track record in mentoring, developing, and leading high-potential professionals within a structured capability development framework.
• You must be a Singapore citizen or permanent resident eligible for and willing to undergo security clearance checks.
