Woodard & Curran is seeking an experienced and highly motivated Regional Business Development Leader to lead public-sector growth across the Northeastern Region. This role translates complex client missions into actionable service pathways while managing risk and stakeholder alignment. You will operate within a hybrid model, traveling up to 25 percent of the time to maintain a visible presence in priority metro areas. The position coordinates cross-functional responses and closes the loop with stakeholders to convert insights into improved systems and measurable outcomes. You will own the full spectrum of business development activities from market intelligence to contract closure, ensuring that solutions are strategically aligned with public-sector priorities. You will act as a trusted advisor to municipal and state clients, framing value in terms of compliance, resilience, and long term operational effectiveness. Your work will directly influence how Woodard & Curran is perceived in key growth segments, shaping the firm's reputation for disciplined execution and thoughtful partnership. You will be accountable for both top line growth and the quality of relationships that sustain demand over time.
Key facts
Location for this role is Virtual, with hybrid work tied to one of Woodard & Curran's primary office locations. These locations include the metro areas of Portland, Maine; Boston, Massachusetts; Providence, Rhode Island; New York, New York; Middletown, Connecticut; and Philadelphia, Pennsylvania. The role is full-time, and compensation is structured as a fixed base salary band from 130000 to 180000 USD. Travel expectations are defined as up to 25 percent of time within the designated metro areas.
What you'll do
- Lead public-sector growth across the Northeastern Region by owning a portfolio of metro areas that include Portland, Boston, Providence, New York, Middletown, and Philadelphia, while aligning Woodard & Curran capabilities with client priorities and risk profiles.
- Conduct risk assessments for each engagement, identifying technical, regulatory, and operational uncertainties, and translate findings into documented mitigation plans that protect client and firm interests.
- Translate assessment outcomes into root cause analyses for public-sector challenges, ensuring recommendations address underlying conditions rather than surface symptoms and are tailored to the regulatory context of each market.
- Close the loop with clients by tracking implementation progress, validating that agreed actions are executed, and confirming that intended outcomes are achieved within agreed timeframes and budgets.
- Improve systems and processes by synthesizing lessons from completed engagements, updating playbooks, and embedding best practices that strengthen future proposals and delivery quality across the region.
- Coordinate with internal partners to design integrated response plans, aligning subject matter experts, delivery leads, and commercial owners so that solutions are coherent, feasible, and properly resourced.
- Communicate outcomes and strategic options to diverse stakeholders, balancing technical depth with clarity for executive audiences, and maintaining a consistent narrative that reflects project status and emerging opportunities.
- Support pipeline development by identifying new public-sector segments, evaluating where Woodard & Curran capabilities match evolving customer needs, and recommending targeted entry strategies.
- Uphold compliance with contractual, ethical, and quality standards in every market, ensuring that risk assessments, documentation, and commitments remain consistent with professional and regulatory expectations.
- Represent Woodard & Curran in the field during client discussions and partner forums, reinforcing credibility, demonstrating thought leadership, and advancing regional objectives within the defined service framework.
- Monitor market signals and competitor activity, adjusting positioning and value propositions to maintain relevance in fast moving policy and funding environments.
- Leverage data and qualitative insights to prioritize opportunities, focusing effort on segments where Woodard & Curran can achieve durable competitive advantage.
- Develop and maintain relationships at multiple levels, from operational leads to executive sponsors, ensuring that engagement strategies remain resilient through personnel changes.
- Manage proposal development and pricing decisions in collaboration with commercial and technical teams, aligning offers with client expectations and firm profitability goals.
- Track performance metrics for your portfolio, using results to refine strategies, reallocate resources, and demonstrate the impact of business development efforts.
- Serve as a mentor to junior team members, sharing field experience and best practices that improve the collective effectiveness of the regional growth team.
Requirements
You must reside in or be able to work from one of the following metro areas: Atlanta, Georgia; Tampa, Florida; St Louis, Missouri; Pittsburgh, Pennsylvania; Sacramento, California; San Francisco, California; Los Angeles, California; or San Diego, California. You must be authorized to work in the country where this role is based without requiring sponsorship, and you must comply with all applicable travel and regulatory policies. You must have a proven track record of success in public-sector or highly regulated environment business development, demonstrating the ability to navigate complex stakeholder landscapes. You must possess strong written and verbal communication skills, capable of translating technical concepts into compelling narratives for executive and non technical audiences. You must be comfortable operating within ambiguity, making reasoned decisions with incomplete information while maintaining disciplined follow through. You must have experience coordinating cross functional teams and managing distributed delivery resources to ensure coherent solution design. You must demonstrate sound judgment in managing risk, balancing aggressive growth objectives with the need to protect client trust and firm reputation. You must be proficient in standard office productivity tools and comfortable learning new systems as required to capture and share intelligence. You must adhere to all contractual, legal, and ethical standards, maintaining the highest levels of professional integrity in every interaction.
