About the role
The role owns the end to end preconstruction execution for complex energy, infrastructure, marine and transportation projects in alignment with the strategic intent of the Preconstruction Services team. You own the planning and delivery from project initiation through construction, ensuring reliable outcomes are realized. In fast-paced environments under tight deadlines, you will proactively build and sustain relationships with clients, general contractors, and subcontractors both on site and through external networking. You will communicate proactively with the client and your internal team at all times to safeguard procurement integrity and project alignment. You own the leadership and project management guidance for design build pursuits and project delivery, driving results with a focus on innovation. You will ensure everyone promotes safety regardless of job titles, reflecting the company wide responsibility for safety, social and environmental care. What you'll do
Coordinate with owners, consultants, contractors, and internal project teams to facilitate integrated project delivery for large scale initiatives.
Support the planning and delivery of infrastructure projects from project initiation through construction, managing scope, schedule, and quality expectations.
Assist in developing procurement documents, including Requests for Qualifications (RFQs), Requests for Proposals (RFPs), technical requirements, evaluation criteria, and contract documents to enable transparent selection.
Participate in proposal evaluations, technical reviews, and procurement activities while maintaining confidentiality and procurement integrity throughout the bidding process.
Coordinate engineering design reviews and monitor design progress to ensure compliance with owner requirements, standards, and project objectives on every engagement.
Support risk identification, risk management workshops, and mitigation planning throughout project development to reduce uncertainty and inform decision making.
Assist with project scheduling, cost estimating, budgeting, and value engineering efforts to optimize deliverables within defined constraints.
Review design packages, construction documents, submittals, requests for information (RFIs), and change requests to verify completeness and adherence to specifications.
Monitor project performance related to scope, schedule, budget, quality, and safety using established metrics and reporting structures.
Coordinate utility, environmental, permitting, right-of-way, and stakeholder activities as required to keep project timelines on track.
Prepare technical reports, presentations, meeting agendas, and project documentation that clearly communicate status and decisions to diverse audiences.
Foster collaborative relationships among project stakeholders while supporting innovation and continuous improvement in processes and outcomes.
Ensure compliance with applicable federal, state, and local regulations, agency standards, and contract requirements for every engagement.
Travel as required to meetings and events including site walk-throughs, proposal meetings, design reviews, progress meetings, and conferences, involving preconstruction and construction activities for opportunities and projects (30%).
Requirements
Bachelor's degree in Civil Engineering, Construction Engineering, Construction Management, or a related engineering discipline as the foundational academic requirement for this role.
Engineer in Training (EIT) certification desired; Professional Engineer (PE) license preferred or ability to obtain within a specified timeframe to support professional growth.
Three to five years of progressively responsible engineering or construction experience, preferably involving transportation or public infrastructure projects to ensure relevant domain knowledge.
Working knowledge of engineering design principles, construction practices, and project management fundamentals to execute preconstruction tasks effectively.
Strong written and verbal communication skills to articulate complex information to clients and stakeholders at all levels.
Ability to manage multiple priorities in a collaborative, fast-paced environment while maintaining attention to detail and quality standards.
Experience with state departments of transportation or other public infrastructure agencies to navigate regulatory landscapes and stakeholder expectations.
Knowledge of procurement regulations and qualifications-based selection processes to support compliant and competitive proposal development.
Experience using scheduling software Primavera P6 or Microsoft Project, Bluebeam, Bentley, Autodesk, or similar engineering and project management software for planning and coordination.
Experience with estimating and estimating software to support cost planning and value engineering initiatives throughout project lifecycles.
Experience facilitating multidisciplinary coordination and stakeholder engagement to align technical and contractual requirements.
Familiarity with risk management, value engineering, and quality management processes to embed continuous improvement in project execution.
