Perform the work posted for as a dedicated Technology Business Management Analyst.
Adhere strictly to the defined scope requirements for all Technology Business Management activities and deliverables.
Meet or exceed the established bar for performance and technical contribution within the VA OIT and ITBF organizational structure.
Review and analyze intricate financial, operational, and IT data to accurately map activities to the established Technology Business Management framework.
Apply the standardized TBM taxonomy, activity-based costing principles, and Apptio platform methodologies to sustain and enhance the TBM Cost Transparency Model.
Provide specific technical support and in-depth data analysis to improve IT cost transparency, financial planning, and long-term strategic forecasting.
Analyze, validate, and report on IT financial and operational performance to facilitate informed budget and investment decisions by VA leadership.
Build and maintain robust data workflows designed to automate financial processes and ensure the operational integrity of the TBM platform.
Execute data validation, configuration, and rigorous testing procedures within the Apptio environment to ensure system accuracy and reliability.
Support data governance initiatives through normalization and validation activities conducted according to established government and TBM frameworks.
Contribute to the continuous improvement of analytical models by incorporating data-driven feedback and conducting systematic testing of new configurations.
Support senior staff members in facilitating virtual and face-to-face meetings with government clients, ensuring professional representation.
Prepare comprehensive documentation and detailed technical analysis to effectively communicate findings and recommendations to stakeholders.
Map end-to-end processes to guarantee that data moves smoothly between systems and supports logical decision pathways and governance structures.
Test configurations within TBM platforms to verify that all rules align precisely with finance governance standards and operational requirements.
Maintain detailed documentation of models and all subsequent changes to ensure cost structures are transparent and understandable for future analysts.
Requirements
Candidates must possess foundational knowledge of federal IT financial management rules and data governance expectations within government contexts.
A required core competency involves understanding analytical modeling methods that translate complex technical data into clear finance narratives for decision makers.
The role requires the ability to analyze financial and technical data to support reporting and decision-making aligned with VA leadership priorities and objectives.
Availability for hybrid work in Washington, D.C. is mandatory, and candidates must reside within the designated metro area to be eligible.
This position is contingent upon award, with an estimated start date scheduled for July or August 2026, subject to final confirmation.
Experience applying Apptio methods and TBM Council standards to sustain cost transparency models is a non-negotiable requirement.
Candidates must demonstrate a commitment to sustaining and enhancing the TBM Cost Transparency Model as a core job function.
The hire will leverage Apptio and TBM Council standards to provide technical support and data analysis for IT cost transparency and planning.
