About the role

Ibility seeks a Senior Health Systems Specialist to serve as a subject matter expert on Veterans Administration databases and their complex interrelationships within the federal health informatics environment. The successful candidate will apply advanced project management tools and change management theory to support ongoing VA informatics program development. This role is responsible for analyzing existing and proposed health information systems to identify gaps, redundancies, and opportunities for strategic enhancement. The position requires the development and maintenance of technical documentation, program plans, and concept of operations to ensure alignment with federal strategy and operational requirements. You will provide authoritative guidance to program leadership on health systems strategy, data architecture, and informatics best practices while coordinating across multidisciplinary teams. The specialist will support governance and oversight activities, including participation in working groups, advisory boards, and program reviews to ensure successful implementation. Finally, this role will monitor and evaluate the effectiveness of informatics initiatives, recommending adjustments as necessary to achieve program objectives and mentor junior team members on deliverables.

What you'll do

• Utilize expert-level subject matter knowledge to serve as the primary resource on VA databases, information systems, and their intricate interrelationships within the broader VA informatics ecosystem.
• Employ advanced project management tools, techniques, and methodologies to plan, monitor, track, and report on complex program activities, milestones, risks, and deliverables for federal health initiatives.
• Implement change management theory and practice, including frameworks like Prosci ADKAR, to effectively support the adoption of new systems, processes, and organizational transformations within healthcare settings.
• Conduct comprehensive analyses of existing and proposed VA informatics systems to identify critical gaps, redundant processes, and significant opportunities for system enhancement and optimization.
• Develop, maintain, and manage a wide array of technical documentation, program plans, concept of operations (CONOPS), status reports, and other essential project artifacts to ensure clarity and alignment.
• Provide authoritative guidance and strategic recommendations to program leadership on matters of health systems strategy, data architecture design, and informatics best practices to ensure program success.
• Coordinate effectively across multidisciplinary teams, including clinical staff, IT specialists, program managers, and external stakeholders, to ensure seamless collaboration and objective alignment.
• Support robust governance and oversight activities by actively participating in working groups, advisory boards, and comprehensive program reviews to manage risks and ensure compliance.
• Monitor, evaluate, and analyze the effectiveness of informatics initiatives and programs, providing data-driven recommendations to adjust strategies and achieve overarching program objectives.
• Mentor junior team members by providing quality review of deliverables, constructive feedback, and subject matter guidance to elevate the standard of work across the team.

Requirements

• Possess a Master's Degree in Health Informatics, Healthcare Administration, Information Technology, Public Health, or a closely related field that provides a foundational understanding of complex health systems.
• Demonstrate a minimum of 10 years of cumulative experience in health systems analysis, health informatics, or a closely related field that involves complex problem-solving.
• Have proven, demonstrated experience supporting large-scale government health IT programs, navigating the unique challenges of the federal environment.
• Show expert knowledge of VA databases, data architectures, and their detailed interrelationships within the VA informatics ecosystem and broader federal context.
• Exhibit proficiency with a wide range of project management tools and frameworks, such as MS Project, JIRA, and Smartsheet, alongside established PM methodologies aligned with PMP standards.
• Possess in-depth knowledge of change management frameworks, such as Prosci ADKAR, and demonstrate the proven ability to apply them effectively within complex healthcare settings.
• Apply advanced analytical skills to conduct complex systems analyses and synthesize findings into actionable, strategic recommendations for diverse stakeholders.
• Demonstrate familiarity with key VA health information systems, including VistA, CPRS, and related clinical and administrative data environments used across federal agencies.
• Maintain excellent written and oral communication skills, with a proven ability to produce executive-level briefings, detailed technical reports, and engaging stakeholder presentations.
• Show a deep understanding of federal IT governance frameworks, including FISMA, FedRAMP, and VA-specific security and privacy requirements essential for compliance.

Nice to have

• Bring prior experience working directly with the Veterans Health Administration or a similar federal health agency, such as CDC, CMS, DHA, or HHS, to understand the unique operational context.
• Hold an active security clearance or possess the ability to obtain and maintain one to meet the stringent requirements of federal contracting.
• Possess Project Management Professional (PMP) certification and/or Prosci Change Management Certification or equivalent credentials that validate advanced expertise.
• Show familiarity with VA's EHR Modernization (EHRM) initiative and the implementation of systems like Cerner or Oracle Health within federal settings.
• Hold a SAFe (Scaled Agile Framework) certification or demonstrate substantial experience supporting Agile program delivery at scale within complex government environments.
• Possess in-depth knowledge of VA data governance policies, the VA Handbook series, and related regulatory frameworks that govern federal health information management.

Practical notes

This position is contingent upon award (July/Aug 2026).

The role is fully remote, but work is centered in the Washington DC area.

The position requires availability during standard business hours.

Travel is not required for this role.

This role is eligible for a background investigation.
