About the role
The Proposal Specialist brings a wealth of proposal development experience, preferably in the B2G market and the architecture, engineering, and construction (A/E/C) field. In this role, the Proposal Specialist is responsible for efficiently managing all activities associated with the development and delivery of assigned proposals for existing and prospective public agency clients. The Proposal Specialist must be collaborative, able to lead multiple projects in a fast-paced environment and have the willingness to take on a variety of tasks in response to needs as they arise. The Proposal Specialist will work across multiple CSG business lines and regional offices that deliver a variety of services to public agencies throughout California and beyond. The Proposal Specialist duties will also include developing, maintaining, and enhancing proposal content as well as refining the tools and processes for maintaining content and developing proposals.

What you'll do
- Interpret new solicitations (RFXs) to identify required content and response strategy, ensuring all evaluation criteria are addressed.
- Lead kick-off meetings, track addenda, manage team communications, control development schedules, and deliver timely proposal status updates.
- Identify win themes and strategic messages in collaboration with proposal teams to align responses with client evaluation priorities.
- Plan, assign, and manage proposal content development for each pursuit, coordinating with SMEs and contributors according to strict development timelines.
- Coordinate with subcontractors to collect required narratives, forms, and supporting proposal information efficiently.
- Develop accurate, engaging, and compelling content that addresses non-technical proposal requirements such as cover letters and executive summaries.
- Draft proposals, manage stakeholder and SME reviews, and secure final approvals before submission deadlines.
- Perform content assembly, proofreading, editing for grammar and consistency, formatting, and production tasks as required.
- Maintain compliance with client submission guidelines, page limits, and document formatting standards throughout the production cycle.
- Support the capture and proposal teams by maintaining reusable content libraries and updating proposal tools and processes for ongoing efficiency.
- Assist in the collection and integration of past performance narratives, resumes, and relevant case studies to strengthen proposal quality.
- Participate in post-submission activities such as lessons learned capture and debrief analysis when applicable to future opportunities.
- Coordinate internal resources to ensure proposal deliverables align with project scopes, schedules, and client expectations.
- Demonstrate adaptability in managing multiple concurrent proposals across diverse business lines and geographic regions.
- Communicate proactively with internal stakeholders to resolve content gaps, clarify requirements, and streamline review cycles.
- Support ad hoc proposal initiatives and special projects that require attention in a dynamic public sector environment.
Requirements
- Must be eligible for employment in the United States and must not require work authorization sponsorship at this time.
- Must reside in and be able to work from within the State of California.
- Must possess a valid driver's license and be willing to drive to client locations, job sites, or other business-related locations as required by the role.
- Must have a high school diploma or equivalent; a bachelor's degree is preferred.
- Must have at least three years of progressive experience in proposal development, business development, or a related field.
- Must demonstrate prior experience working within the architecture, engineering, and construction (A/E/C) industry or with government clients (B2G).
- Must have a strong command of written and verbal communication in English to produce clear, professional, and persuasive proposal content.
- Must be highly proficient in Microsoft Office Suite, including Word, Excel, and PowerPoint, with demonstrated ability to manage complex documents.
- Must be able to manage multiple priorities and deadlines in a fast-paced, deadline-driven environment.
- Must be detail-oriented with strong organizational, time management, and problem-solving skills.
- Must be able to collaborate effectively with cross-functional teams, including writers, designers, and technical experts.
- Must be willing to travel within California for client meetings, site visits, and project-related activities as needed.
- Must be able to obtain and maintain any required security clearances or client-specific credentials if applicable to assigned work.
- Must have access to reliable transportation and proof of insurance consistent with company driving requirements.
Nice to have
- Experience with proposal development software, content management systems, or proposal automation tools.
- Familiarity with public sector procurement processes and RFP evaluation best practices.
- Background in managing proposals for infrastructure, transportation, or public works projects.
- Previous experience working with subcontractors and multi-disciplinary project teams.
- Knowledge of California public agency procedures and regulatory environments.

In addition, employees may be assigned to clients whose business needs require driving as part of the employee's job responsibilities. Accordingly, employees assigned to positions requiring business-related driving must possess and maintain a valid driver's license. Exact compensation may vary based on skills, experience, and location. We only consider candidates living locally or within the State of CA. We do not pay any relocation expenses. Travel within California may be required.
