The Personnel Manager directs workforce administration, employee relations, staffing coordination, and compliance for field and office operations. This role develops the personnel team to ensure efficient workforce support. Adherence to company policies and operational requirements is central to the position. The incumbent will serve as a key partner to operations and project leadership, translating business needs into workforce strategies. They will own the end-to-end management of the employee lifecycle for all sites under their purview. What you'll do
- Execute comprehensive workforce planning in collaboration with operations and project management to forecast and align staffing levels with project demands.
- Manage end-to-end staffing processes, including the coordination of recruitment, selection, and placement for both field and office personnel.
- Oversee the complete employee onboarding journey, ensuring meticulous handling of documentation, safety orientation, and compliance verifications.
- Administer pre-employment screenings, including drug testing, background checks, and Motor Vehicle Record (MVR) reviews, to meet company standards.
- Verify and manage all certifications, licenses, and training credentials to ensure workforce readiness and regulatory adherence.
- Coordinate mobilization and demobilization activities, ensuring seamless transitions of personnel to and from project sites.
- Maintain accurate and up-to-date personnel records and workforce data, ensuring integrity and compliance with all employment regulations.
- Track and manage certifications, licenses, and training requirements across the organization to prevent compliance lapses.
- Partner with the safety team to enforce safety protocols and verify that all workforce compliance standards are consistently met.
- Support retention efforts by analyzing turnover trends, conducting exit interviews, and contributing to the development of improvement initiatives.
- Provide robust support for return-to-work programs and workforce fitness requirements, ensuring employees meet operational standards.
- Drive manpower reporting and labor tracking activities to provide accurate data for payroll, budgeting, and project forecasting.
- Serve as the primary liaison for external staffing agencies and partners, ensuring effective coordination and alignment with company goals.
- Proactively identify workforce shortages and develop strategies to mitigate risks to project schedules and operational efficiency.
Requirements
- Hold a high school diploma as a mandatory educational credential for this position.
- Possess an associate's or bachelor's degree in business, human resources, construction management, or a closely related field, which is preferred.
- Bring a minimum of three years of proven experience in personnel, staffing, or workforce coordination roles.
- Demonstrate the ability to effectively manage multiple site locations and complex field operations simultaneously.
- Exhibit strong attention to detail, particularly concerning employment documentation and regulatory compliance.
- Communicate clearly and professionally with diverse teams, partners, and external agencies in both written and verbal formats.
- Show comfort and proficiency with payroll systems and workforce reporting tools to ensure accurate data management.
- Possess a thorough understanding of safety protocols and compliance standards specific to industrial and manufacturing environments.
- Be capable of managing the verification processes for certifications such as OSHA, NCCER, TWIC, and other site-specific training requirements.
- Display resilience and adaptability when working in dynamic industrial settings that may involve turnaround projects and maintenance cycles.
- Understand the importance of maintaining confidentiality and handling sensitive employee information with discretion.
