The Superintendent Security/TSS

International role is responsible for the end-to-end management of security operations on US Government international construction projects. This position owns the development and enforcement of security policies that enable field personnel to safely perform restricted work in high-risk environments. The hire will serve as the primary security authority, interfacing directly with government accrediting officials and oversight bodies to ensure all protocols are followed. They will translate project requirements into actionable security procedures, focusing on surveillance, access control, and compliance. The role demands a proactive approach to identifying vulnerabilities and implementing corrective actions without exception. Success in this position requires strong leadership to guide construction teams and subcontractors on security matters. Ultimately, this position safeguards personnel, information, and assets critical to the successful delivery of sensitive government contracts.

What you'll do

Develop and implement Standard Operating Procedures for surveillance functions specific to secure construction zones across international sites.

Monitor the construction organization continuously for adherence to security requirements, identifying gaps and driving immediate remediation.

Conduct systematic daily security inspections throughout the duration of the construction effort, documenting all violations or deviations from the Construction Security Plan.

Maintain and update the master list of all approved personnel authorized for access to the secure construction site, ensuring currency and accuracy.

Verify that every individual assigned to work on the site has successfully completed the approved vetting process, enforcing strict access denial procedures for unauthorized persons.

Designate and act as the primary field point of contact for all government oversight agencies, ensuring clear and consistent communication regarding security status.

Oversee and direct the security systems that allow field personnel to execute their duties safely and in compliance with government regulations on international projects.

Serve as the Senior Construction Security Representative, interfacing with the Accrediting Official and the Office of the Program Manager as required by contract.

Collaborate closely with construction firms and subcontractors to enforce site security protocols and resolve potential vulnerabilities.

Ensure the security integrity of the construction site by developing, implementing, and adapting the approved Construction Security Plan for the specific site conditions.

Working Conditions- The role is based in a construction setting that requires full-time availability and significant travel. The position demands the physical ability to crawl, climb, walk, reach, bend, kneel, crouch, and stand for extended periods. It also requires lifting and holding in excess of 50lbs. Personnel must tolerate hot, cold, humid, and wet conditions depending on the international location.

Reporting Structure - The Superintendent Security/TSS reports directly to the Project Manager.

Requirements

Must possess a high school diploma or GED certificate as a minimum educational requirement.

Must have accumulated a minimum of 10 years of experience in quality control or project management roles.

Must hold a current and valid U.S. Government Secret Security Clearance, or the ability to obtain one, which is a mandatory requirement for this position.

Must have successfully completed the Department of State Site Security Manager (SSM) certification course.

Must be able to submit relevant security certifications upon request during the application process.

Must be capable of obtaining a medical clearance prior to deployment to any international site.

Must be authorized to work in the country of assignment and comply with all local legal requirements for security personnel.

Must demonstrate the ability to work effectively in confined spaces or at extreme heights while maintaining safety standards.

Must meet the physical demands of the role, including the endurance to withstand harsh environmental conditions for the duration of the assignment.

Nice to have

Four-year degree in engineering or construction management.

5 years of progressive experience in security management for international projects.

Prior experience with government defense or sensitive national projects.

Knowledge of accrediting standards specific to the Department of State or DNI security protocols.

Experience utilizing Microsoft Office suite and web-based security management tools.

Practical notes

This is a full-time position that requires international travel to various construction sites.

The role is contingent upon successful clearance processing and medical qualification.
