About the role
This role owns the complete estimating process for complex public sector projects. You will direct a team of estimators to produce precise, competitive bid proposals within demanding timelines. Your analysis and leadership will directly shape project scope, strategy, and financial outcomes. This position is based on-site in Montgomery, Alabama, or Woodstock, Georgia. You will spearhead the development of pricing and strategy that defines how the organization competes for and wins government work. Success in this position requires ownership of end-to-end bid activities from initial opportunity review to final proposal submission. You will translate intricate public sector requirements into clear technical and financial narratives that align with client expectations. The position demands a high level of accountability for the accuracy, competitiveness, and compliance of every bid your team delivers.

What you'll do
Lead cross-functional teams to construct comprehensive bid proposals that meet strict public sector standards.
Analyze historical estimating data, past purchase agreements, and previous subcontract arrangements to build reliable pricing foundations.
Interpret detailed contract documents and participate in pre-bid meetings to clarify scope and uncover critical project requirements.
Provide technical direction to estimators, ensuring that bid packages reflect consistent methodology and high-quality detail.
Oversee the collection and validation of subcontractor and vendor pricing to maintain data integrity throughout the bid process.
Coordinate with the Construction Executive to develop accurate general conditions that reflect project scope and risk allocation.
Work with the Scheduling Department to create summary schedules and assign appropriate dollar values following award notification.
Collaborate with the Proposal department to verify that all technical sections of submissions are complete, organized, and compliant.
Develop, prepare, and maintain buy-out budgets, including the management of small business participation goals and tracking against targets.
Design main summary figures, general conditions schedules, and small business utilization values for each government submission.
Requirements
Possess a minimum high school diploma or GED credential along with ten years of construction-related estimating experience.
Candidates with a bachelor's degree in a related field combined with seven years of relevant construction experience are strongly preferred.
Demonstrate the ability to perform domestic travel as required by project opportunities across multiple locations.
Be capable of handling light manual tasks, including lifting materials weighing up to fifty pounds safely and efficiently.
Maintain strict attention to detail to ensure that all bid documents are accurate, thorough, and free of critical errors.
Apply excellent analytical abilities to evaluate complex project information and derive clear, actionable pricing strategies.
Exhibit robust communication skills when interacting with internal teams, subcontractors, and public sector clients.
Effectively work independently when managing estimating tasks and collaboratively within cross-functional project environments.
Adhere to organizational standards, policies, and regulatory requirements that govern public sector procurement and contracting.
Commit to ethical practices and transparency in all bidding activities, maintaining the trust of clients and stakeholders.
Nice to have
Preferred candidates will have experience estimating complex public sector construction projects and familiarity with government contracting processes.
Strong background in managing subcontractor databases and historical pricing libraries is highly valued.
Proficiency with estimating software and tools that support bid analysis, takeoff, and proposal production is preferred.
Experience leading and mentoring junior estimators within a structured construction estimating department.
Demonstrated success in developing small business participation strategies and tracking related goals throughout the bid lifecycle.
