About the role
You act as the primary compliance liaison with financial regulators and supervisory authorities for Binance operations. You lead regulatory inspections, inquiries, audits, and ongoing supervisory engagements, coordinating cross-functional responses to ensure timely delivery of required documentation. You manage remediation programs, draft regulatory submissions, and conduct compliance assessments of payment service providers and financial partners while monitoring regulatory developments and supporting the expansion of payment licenses into new jurisdictions. You own the strategic alignment of compliance frameworks with evolving regulatory expectations, ensuring that business initiatives are delivered without compromising regulatory integrity. You translate complex regulatory requirements into actionable plans for internal stakeholders, fostering a culture of compliance across the organization. You serve as the central coordination point for regulatory interactions, driving consistency and efficiency in how the company engages with authorities globally.

- Conduct compliance assessments and due diligence on payment service providers, payment agents, settlement agents, and other financial partners to ensure adherence to internal and external standards.
- Perform risk evaluations for payment-related business relationships, ensuring controls align with regulatory and business requirements while safeguarding against potential violations.
- Ensure compliance with cross-border payment regulations and applicable financial crime requirements across jurisdictions to support seamless and compliant global operations.
- Lead the development, review, and enhancement of internal compliance policies, procedures, and controls through gap analyses against regulatory requirements and industry best practices.
- Support and lead the expansion of payment licenses into new jurisdictions, working with stakeholders to meet local regulatory expectations and secure necessary approvals.
- Partner with Legal, Risk, Operations, Product, and Business teams to integrate compliance into initiatives and resolve regulatory matters efficiently and effectively.
- Act as the accountable owner for compliance deliverables, driving execution and follow-up to ensure that commitments to regulators are met within defined timelines.
- Provide subject matter expertise on compliance matters during board and senior management discussions, highlighting key risks and mitigation strategies.
- Maintain documentation of regulatory interactions, decisions, and commitments to ensure transparency and facilitate future engagements with authorities.
- Coordinate training and communications on compliance obligations for internal stakeholders to reinforce understanding and adherence across the organization.

Requirements
- Hold a Bachelor's degree in Law, Finance, Accounting, Business Administration, or a related discipline as the foundation for advanced compliance responsibilities.
- Bring 10 or more years of experience in Regulatory Compliance, Regulatory Affairs, Business Compliance, or related functions within regulated financial institutions to demonstrate depth of knowledge.
- Demonstrate direct experience engaging with financial regulators and PSP, EMI, and MSB type licensing frameworks to navigate complex regulatory landscapes.
- Show proven experience managing regulatory inspections, examinations, audits, and remediation programs to ensure issues are addressed systematically and thoroughly.
- Exhibit experience leading policy development and compliance gap analysis initiatives to align practices with regulatory requirements.
- Have experience driving new licensing opportunities in relevant jurisdictions to support business expansion and market access.
- Hold experience within cryptocurrency, digital asset, or virtual asset service provider (VASP) environments to understand the specific compliance challenges of the sector.
- Hold experience within Middle East or Southeast Asian regulatory environments to navigate regional requirements and expectations effectively.
- Have previous experience as a Compliance Officer or Regulatory Affairs professional within a licensed bank, payment institution, securities firm, or regulated financial services company to ensure practical regulatory knowledge.
- Show strong regulatory communication and stakeholder management skills to interact effectively with authorities and internal leaders.
- Demonstrate excellent commercial and business acumen, preferably within Payments or Fintech environments, to balance risk and opportunity.
- Possess the ability to serve as the company's primary representative in interactions with regulators, conveying professionalism and competence.
- Maintain excellent analytical, policy drafting, and risk assessment capabilities to evaluate complex issues and develop robust responses.
