About the role
Telesat is on the lookout for a Bilingual Technical Recruiter who will manage the entire recruitment lifecycle, from identifying potential candidates to facilitating their onboarding process. This role demands proficiency in both French and English, as you will be crafting job postings and engaging in communications in both languages. You will work in close partnership with management to devise effective recruitment strategies while ensuring that candidates have a positive experience throughout the hiring process.

What you'll do
- Collaborate with management to design and execute recruitment strategies that align with the needs of various business units.
- Create and finalize job descriptions, ensuring they are accurately represented in both French and English for posting in the applicant tracking system.
- Work closely with hiring managers to gain a comprehensive understanding of job requirements and provide support throughout the recruitment process.
- Develop a robust pipeline of candidates through targeted advertising, networking initiatives, and employee referrals.
- Reach out to passive candidates to discuss potential job opportunities and gauge their interest.
- Review incoming applications and conduct thorough pre-screening, coordinating in-person interviews with hiring managers as necessary.
- Conduct reference checks and verify academic and professional credentials of candidates.
- Prepare employment recommendations and approval packages based on candidate qualifications and interview results.
- Analyze recruitment performance metrics and create dashboards to present findings, offering suggestions for improvements.
- Assess the performance of recruitment agencies, including metrics like cost per hire and time to fill, and recommend enhancements to improve efficiency.
Requirements
- Proficiency in both French and English, both written and spoken, is a must for this role.
- A Bachelor's degree in a relevant discipline from an accredited institution, ideally in Business, Engineering, or Computer Science.
- A minimum of 3 to 5 years of demonstrated experience in corporate or agency recruitment settings.
- CHRP certification is considered an asset.
- Familiarity with full-cycle recruiting in the IT, Telecommunications, or Engineering sectors is advantageous.
- Excellent written and verbal communication skills in both French and English.
- A high degree of professionalism, integrity, and strong work ethic.
- Strong judgment, business acumen, and problem-solving skills.

- Prior experience sourcing for diverse roles in telecommunications or technical fields is highly desirable.
- Strong negotiation skills are essential.
- Understanding of relevant employment laws and regulations.
