This role focuses on navigating the complex regulatory landscape of telecommunications to support the growth of the Starlink constellation. You will analyze interference environments when acquiring new radio frequency spectrum, and you will collaborate with engineering teams to create, test, and validate models for spectrum sharing. The work is central to ensuring the constellation can grow and operate effectively.
The role blends technical analysis with policy advocacy. You will review FCC and ITU regulations to determine if updates or modernization efforts are necessary, represent SpaceX in ITU Working Group meetings to advocate for favorable policy changes, and build and maintain relationships with federal agencies to improve collaborative efforts. You will also manage projects from inception to completion with full accountability for outcomes.
Success in this role requires the ability to bridge technical engineering and government policy. Candidates with proficiency in Python, Matlab, R, or similar languages for statistical modeling and Monte Carlo analysis, and with practical experience working with time and frequency domain data, will be well prepared. Knowledge of digital electronics, RF transmission, and modulation techniques is also valuable. Requirements
- Bachelor degree in Engineering, Physics, Business Analytics, or a related STEM field.
- Minimum 1 year of experience in technical writing.
- Must be a U.S. citizen, lawful permanent resident, refugee, or asylee to meet ITAR requirements.
Nice to have
- Proven track record of influencing product or service outcomes.
- 2 or more years of experience drafting policies that required executive-level approval.
- Proficiency in Python, Matlab, R, or similar languages for statistical modeling and Monte Carlo analysis.
- Practical experience working with time and frequency domain data.
- Knowledge of digital electronics, RF transmission, and modulation techniques like AM and FM.

Practical notes
This position requires working on-site, with the expectation of extended hours and weekend work during critical project phases. You must be available for travel up to 40% of the month. Compensation includes base salary, potential stock options or long-term cash awards, discretionary bonuses, and an Employee Stock Purchase Plan.
