About the role
The Senior Director, Markets Strategic Advisory & Intelligence owns the end to end responsibility for shaping and executing market specific strategy across Oscar's expanding service footprint. You will establish enterprise wide market intelligence as the single source of truth that informs product strategy, portfolio design, market expansion, and major investment choices. This role requires synthesizing consumer research, competitor moves, regulatory shifts, and performance insights into a coherent strategic narrative for each market. You will translate ambiguous market signals into clear, actionable recommendations that align with Oscar's technology enabled, member centric brand promise. Working at the intersection of product, network, clinical, and commercial teams, you will act as the primary strategic advisor on market entry, portfolio optimization, and positioning decisions. You will report directly into the Vice President of Insurance Product Innovation and Development and operate with a high degree of ownership and cross functional influence.

What you'll do
- Lead market specific strategic advisory functions across Oscar's service areas, translating local dynamics into enterprise wide strategies.
- Own the development and oversight of integrated intelligence capabilities spanning consumer research, competitor intelligence, market analytics, and performance insights.
- Conduct portfolio performance assessments and uncover remediation and growth opportunities through rigorous data analysis and market reviews.
- Design and deliver market and product specific right to win strategies that account for competitive, regulatory, and consumer trends.
- Support recommendations related to product positioning, market alignment, and portfolio investments in vendors, network, and partnerships.
- Oversee analyses that inform market expansion decisions, including new geographies, MSA entry, and strategic partnership opportunities.
- Translate complex market data and performance metrics into executive ready recommendations and strategic insights for leadership.
- Act as a strategic advisor to executive and market level leadership, facilitating decision making with clear, evidence based narratives.
- Lead cross functional strategic programs and planning efforts in collaboration with corporate strategy and finance teams.
- Facilitate strategic planning sessions and oversee the development of executive presentations and other strategic materials.
- Provide thought leadership and analytical support during portfolio optimization and product positioning exercises.
- Build and maintain strong partnerships with product, finance, sales, clinical, network, actuarial, and market leadership teams.
- Drive analytical rigor, collaboration, and disciplined decision making across the intelligence and strategy functions.
- Ensure all analyses, insights, and recommendations comply with applicable laws and regulations.
- Perform other duties as assigned by senior leadership to support evolving business priorities.
Requirements
- Hold a Bachelor's degree from an accredited institution.
- Bring 12 or more years of experience in healthcare strategy, insurance product strategy, consulting, or strategic planning roles.
- Demonstrate 6 or more years of people leadership experience, including the management of teams and the development of direct reports.
- Show a proven track record of developing and executing market strategies in complex, regulated environments.
- Exhibit strong mastery of market research methods, competitive intelligence frameworks, and performance analytics tools.
- Display excellent judgment in translating data into strategic recommendations that influence executive level decisions.
- Communicate effectively in both written and verbal formats, with the ability to distill intricate analyses into concise, actionable insights.
- Navigate ambiguity and operate effectively in a fast paced, matrixed organization with shifting priorities.
- Collaborate across functions and levels, building trust with stakeholders to advance strategic initiatives.
- Ensure strict compliance with all applicable laws, regulations, and internal policies.
- Be willing to travel as required by business needs within assigned markets and regions.
- Be located in one of the following states: Arizona, California, Colorado, Florida, Georgia, Illinois, Massachusetts, Michigan, New Jersey, New York, North Carolina, Ohio, Pennsylvania, Texas, or Virginia. Note, this list of states is subject to change.

- Demonstrated success in managing and mentoring strategy, intelligence, or analytics teams.
