About the role
You will own the end-to-end strategy and execution for employer subsidized and emerging growth solutions within Oscar's insurance portfolio. This role requires you to act as a product owner who translates complex enterprise and market strategies into coherent, scalable product programs. You will partner deeply with cross-functional teams to design solutions that balance member value with business sustainability. The position demands rigorous analysis, creative problem solving, and strong judgment in prioritizing initiatives. You will be accountable for the full product lifecycle from discovery through launch and ongoing optimization. This role reports into the Vice President, Insurance Product Innovation and Development and operates with a high degree of autonomy. You will influence product direction across ACA offerings and adjacent segments while ensuring alignment with regulatory and market realities.

What you'll do
- Drive the development and evolution of employer subsidized product strategy, defining target segments, value propositions, and market expansion roadmaps in collaboration with Growth, Sales, and ICHRA leadership.
- Lead and contribute to business cases for new products, conducting return on investment assessments that support membership growth, profitability, and a positive brand experience.
- Identify and evaluate new growth opportunities across employer sponsored, individual, and adjacent product spaces to uncover scalable concepts.
- Define market specific right to win strategies, competitive positioning, and expansion priorities that respond to evolving industry dynamics.
- Translate enterprise and market level strategies into relevant product programs with clear measurable outcomes and success metrics.
- Partner with peers to convert strategic direction into scalable, fileable product designs that can be implemented efficiently across the organization.
- Ensure ICHRA and new solutions align with product architecture, benefit design standards, and member value propositions while promoting modular design approaches.
- Promote consistency and reusability across solutions, avoiding one off or fragmented product implementations.
- Support the development of competitive product offerings grounded in market insights, pricing considerations, and direct member input.
- Serve as the central connector among actuarial, network, market leadership, compliance, regulatory affairs, corporate strategy, distribution, and growth teams to align competing priorities.
- Establish and monitor key measurements including growth, retention, margin, and market competitiveness in partnership with corporate finance.
- Support business case development and oversight of vendor and partner relationships for new solutions while ensuring operational processes mitigate risks effectively.
- Ensure all product activities comply with applicable laws, regulations, and internal policy requirements.
- Lead discovery efforts to validate employer subsidized and emerging solution hypotheses through qualitative and quantitative research.
- Synthesize findings from cross functional partners into clear product requirements, user stories, and roadmap proposals that guide implementation teams.
Requirements
- Hold a Bachelor's degree as a minimum educational qualification.
- Bring 8+ years of experience in healthcare, health insurance, commercial product strategy, or commercial insurance product management, directly leading a team of high functioning contributors.
- Demonstrate experience working within the ACA marketplace, including serving multiple markets, to develop solutions that meet regulatory and market expectations.
- Show a track record of managing products or product suites within a complex, regulated environment, balancing innovation with compliance.
- Exhibit strong collaboration skills to work effectively with cross functional stakeholders who have diverse priorities and decision making authority.
- Possess excellent written and verbal communication skills to articulate strategy, tradeoffs, and rationale to both technical and non technical audiences.
- Apply analytical rigor to assess business cases, build financial models, and evaluate product performance against strategic objectives.
- Display sound judgment and decision making abilities when balancing member needs, business goals, and regulatory constraints.

- Familiarity with modular product design patterns and reusable product platforms.
- Understanding of distribution partnerships and sales enablement for employer markets.
