The Associate, Government Affairs serves as the primary subject matter expert on assigned state policy and legislative matters, owning the critical workflow of tracking newly proposed and enacted laws and regulations. This role is responsible for preparing clear, concise, and user-friendly summaries and analyses based on client needs, translating complex regulatory language into actionable intelligence for internal teams. The associate will communicate client-focused memoranda to Oscar's compliance department, advising on the business impact of legislative and regulatory changes. You will present priority legislative and regulatory policy developments to internal audiences in appropriate forums as required.

What you'll do

- Streamline and improve documentation processes to enhance the efficiency and quality of regulatory tracking outputs.
- Manage multiple, simultaneous, and diverse assignments while strictly adhering to deadlines in a fast-paced, dynamic environment.
- Collaborate with cross-functional business units to ensure policy insights are integrated into product, coverage, and operational decisions.
- Monitor official bulletins, guidance documents, and regulatory notices to maintain an up-to-date understanding of compliance obligations.
- Contribute to the development of advocacy strategies by analyzing the potential impact of proposed legislation on members and operations.
- Liaise with external counsel and regulatory experts to validate interpretations and ensure alignment with best practices.
- Maintain organized records of all communications, analyses, and regulatory updates for audit and reference purposes.
Requirements
- Hold a Bachelor's degree in legal studies, political science, public policy, public administration, public health, or another relevant field, or possess a combination of education and experience deemed equivalent.
- Bring a minimum of 3+ years of legal or regulatory experience, with a preferred focus on the health plan or managed care sector.
- Demonstrate at least 2+ years of hands-on experience navigating state political and legislative processes.
- Possess over 2+ years of demonstrated proficiency in Westlaw, legislative tracking software, and Google Workspace suites.
- Exhibit a strong understanding of the regulatory environment governing health insurance and healthcare delivery.
- Show the ability to interpret complex regulatory documents and translate them into practical business implications.
- Maintain strict confidentiality when handling sensitive legislative strategies and internal memos.
- Display excellent written and verbal communication skills tailored to both technical and non-technical audiences.
- Thrive in a collaborative setting, working effectively with legal, compliance, and operational teams under tight timelines.
