What you'll do

• Review and interpret state-level insurance regulatory requirements applicable to health plan licensing and ongoing operations across jurisdictions.
• Prepare and submit licensing applications, amendments, and renewals to state insurance departments in multiple states simultaneously.
• Track regulatory filing deadlines and maintain a comprehensive calendar of submission dates and compliance milestones for all licenses.
• Collaborate with cross-functional teams including legal, compliance, and product departments to gather information needed for regulatory submissions.
• Analyze changes in state insurance regulations and assess their potential impact on Oscar Health's existing licensing portfolio.
• Maintain accurate records of all regulatory filings, correspondence with regulators, and current license statuses in internal tracking systems.
• Support the preparation of internal audit materials and draft responses to inquiries received from state insurance regulators.
• Draft summary reports on licensing activity and emerging regulatory trends for review by senior leadership and executives.
• Coordinate with external regulatory consultants and advisors as needed to address complex or time-sensitive licensing questions.
• Participate in the development and ongoing refinement of standard operating procedures for the regulatory licensing workflow.

Requirements

• Bachelor's degree in a relevant field such as business administration, health administration, public policy, or a closely related discipline.
• A minimum of five years of experience in regulatory affairs, insurance licensing, or a comparable compliance-focused professional role.
• Demonstrated knowledge of state insurance licensing frameworks and the multi-state filing process required for health plan operations.
• Strong analytical skills with the ability to interpret complex regulatory texts and translate them into actionable compliance steps.
• Excellent written and verbal communication skills for drafting regulatory submissions and interacting with government agencies and officials.
• Proven ability to manage multiple concurrent projects and meet strict regulatory deadlines in a fast-paced work environment.
• Familiarity with health insurance products, including managed care arrangements, Medicare program structures, and Medicaid program structures.
• Prior experience working with state insurance department portals and electronic filing systems for license submissions and updates.

• Advanced degree such as a Master of Public Health, Juris Doctor, or Master of Business Administration.
• Prior experience working directly with a health insurance carrier or managed care organization in a regulatory capacity.
• Knowledge of the National Council of Insurance Legislators model act framework and its influence on state-level regulations.
• Familiarity with regulatory technology platforms used for license management, filing tracking, and compliance monitoring purposes.
