The is responsible for owning the complete payroll lifecycle for a multi-state, project-based workforce, ensuring operational excellence and regulatory compliance. This role requires direct oversight of all payroll processes, from data collection to final disbursement, with a focus on accuracy, timeliness, and adherence to strict regulatory standards. The successful hire will manage and mentor a dedicated team of payroll professionals, fostering a culture of accountability and continuous development within the regional payroll function. You will act as the primary subject matter expert for all payroll-related matters, translating complex regulations into practical processes that support the business. Collaboration is central to this position, as you will work closely with Finance, HR, and Operations to ensure seamless integration of payroll data and compliance. The role demands a proactive approach to identifying risks, resolving payroll issues, and driving initiatives that enhance efficiency and transparency. Ultimately, you will be the key leader ensuring that our workforce is compensated accurately and fairly, supporting the critical infrastructure projects that define our company.

What you'll do
Oversee the complete end-to-end processing of payroll for a diverse, multi-state workforce, including hourly craft employees, salaried staff, and field personnel, in close collaboration with the corporate payroll team.
Manage, develop, and mentor a regional team of timekeepers and payroll specialists, establishing clear performance expectations, providing guidance, and ensuring individual and team accountability.
Ensure the accurate and timely execution of all payroll cycles, encompassing regular wages, overtime calculations, bonus structures, per diem allocations, and all applicable deductions.
Oversee the setup, execution, and compliance of certified payroll requirements for government-funded and prevailing wage projects, maintaining strict regulatory adherence.
Ensure the proper handling, reporting, and reconciliation of all certified payroll components, including fringe benefits, union dues, and other mandated disclosures where applicable.
Partner with Human Resources and Operations departments to validate employee data, timekeeping records, and job coding accuracy to ensure payroll integrity.
Review and approve detailed payroll registers, tax filings, and comprehensive reconciliations to verify compliance and resolve discrepancies before final processing.
Manage all payroll-related audit activities, preparing diligently for internal, external, and government audits by organizing documentation and providing clear explanations.
Collaborate with the Accounting department on complex payroll-related journal entries, accrual calculations, and month-end close procedures to ensure financial accuracy.
Champion process improvement initiatives by identifying inefficiencies, exploring automation opportunities, and implementing system enhancements that boost accuracy and streamline operations.
Analyze key payroll metrics and trends, such as overtime patterns, labor cost variances, and error rates, to generate actionable insights and reports for organizational leadership.
Ensure the establishment and maintenance of robust documentation and internal control procedures across all payroll processes to mitigate risk and ensure auditability.
Serve as the primary point of contact for payroll inquiries and issues, providing timely resolutions and fostering positive relationships with stakeholders across the organization.
Drive the adoption of best practices and standardization across the regional payroll function to enhance consistency, compliance, and overall performance.
Requirements
Bachelor's degree in Accounting, Finance, or a related field is required; a Master's degree is preferred.
Minimum of 7 years of progressive payroll experience, with at least 3 years in a leadership or managerial capacity, is mandatory for this role.
Demonstrated expertise in payroll processing and compliance within multi-state environments is a non-negotiable prerequisite.
Comprehensive knowledge of federal, state, and local payroll tax laws, wage and hour regulations, and reporting requirements is essential.
Proven ability to manage and lead teams effectively, including recruitment, development, performance management, and conflict resolution.
Experience with certified payroll processes, particularly in construction or heavily regulated industries, is strictly required.
Strong proficiency in Microsoft Excel and payroll-specific software systems is required to perform duties accurately and efficiently.
Exceptional attention to detail, analytical problem-solving skills, and the ability to manage multiple priorities in a fast-paced environment are essential.
Excellent written and verbal communication skills are required to interact professionally with internal teams, external partners, and regulatory representatives.
Ability to maintain confidentiality and handle sensitive payroll data with the utmost discretion and integrity at all times.
