About the role
You will own the end-to-end user experience for a critical enterprise product within the Ministry of National Development, shaping problem framing, user journeys, and design direction from discovery through delivery. You will partner closely with product managers and engineering leads to define product strategy and ensure alignment with Government Digital Service Standards. This role requires you to apply systems thinking and design thinking to solve complex problems for government officers, town councils, and members of the public. You will contribute to evolving design patterns and standards that enhance the broader government digital ecosystem. The position offers an opportunity to modernize both legacy systems and new digital initiatives, uplifting the quality of design in the public sector. You will actively participate in a design community of practice to foster continuous learning and mentorship. Your work will directly impact how businesses and internal users interact with and benefit from government digital services.

What you'll do
Define and own the end-to-end user experience for a core product under the Ministry of National Development, spanning public-facing websites, mobile applications, backend operational processes, and enforcement workflows.
Partner with product managers and engineering leads to translate business requirements into coherent product strategy and design direction.
Conduct user research, interviews, and usability testing to uncover insights and validate design assumptions for government users and citizens.
Translate complex workflows and legacy processes into intuitive, user-centric digital experiences that improve efficiency and service delivery.
Develop and maintain design systems and patterns that align with Government Digital Service Standards and support cross-product consistency.
Collaborate with cross-functional teams to iterate on prototypes, wireframes, and interaction designs through continuous discovery and delivery cycles.
Contribute to the evolution of the design language and component library used across GovTech products and services.
Ensure design outputs are technically feasible and aligned with engineering constraints and timelines.
Mentor junior designers and facilitate design reviews to elevate the overall quality of design within the product team.
Act as the primary design owner for the product, balancing stakeholder needs, user expectations, and business objectives.
Document design decisions and rationales to support future iterations and handoffs to development teams.
Engage with the broader design community inside GovTech to share learnings, gather feedback, and promote best practices.
Support the modernization of legacy systems by reimagining interfaces and interactions for digital-first experiences.
Champion accessibility and inclusive design principles to ensure digital services are usable by all citizens and government officers.
Drive design validation through continuous testing with real users to refine and improve product outcomes over time.
Requirements
You must possess a diploma, degree, or postgraduate qualification in Design, Human-Computer Interaction, or a related discipline.
You must have at least 5 years of relevant experience in UI/UX design, with a strong portfolio demonstrating work in public sector or enterprise environments.
You must be proficient in design tools such as Figma, Sketch, or Adobe XD, and able to produce high-fidelity prototypes and design systems.
You must have a solid understanding of user research methods, including qualitative and quantitative techniques, to inform design decisions.
You must demonstrate experience working with government digital services, including familiarity with Government Digital Service Standards and related frameworks.
You must have strong communication skills, enabling you to articulate design rationale to both technical and non-technical stakeholders.
You must be comfortable working in an agile environment, collaborating effectively with cross-functional teams under tight deadlines.
You must be able to manage multiple priorities and deliverables while maintaining attention to detail and consistency in design outputs.
Nice to have
Experience with civic technology or digital government initiatives in Singapore is highly valued.
Familiarity with legacy systems and backend workflows common to government agencies is preferred.
Knowledge of accessibility standards such as WCAG and how they apply to government digital services is advantageous.
Experience mentoring designers or leading design reviews within a product team is encouraged.
Practical notes
This role operates during standard working hours as defined by GovTech.
Travel may be required for stakeholder engagements, user research sessions, or inter-agency workshops within Singapore.
Visa requirements are not applicable for this role as it is intended for Singapore citizens or eligible residents.
