Position Overview

The Mid-Senior Cybersecurity Engineer / Project Manager serves a dual function as a technical lead and program execution manager for the DoD Cyber Crime Center (DC3) Systems Engineering and Technical Assistance (SETA) contract. This role requires the integration of hands-on cybersecurity systems engineering with strategic project leadership and contract management. The primary objective is to ensure that all technical and programmatic tasks are completed in strict alignment with DC3 mission requirements, Department of Defense standards, and the specific performance objectives of the contract. The position leads a multidisciplinary team of cybersecurity engineers and analysts tasked with developing, integrating, securing, and sustaining advanced cyber capabilities that provide direct support to Air Force and DoD Cyber Operations globally.

Primary Responsibilities

1. Contract and Project Management Leadership

The incumbent acts as the principal on-site Project Manager, directing a team of cybersecurity engineers and analysts in the execution of all Performance Work Statement (PWS) tasks. This involves developing, maintaining, and monitoring comprehensive project plans, schedules, milestones, and deliverables to guarantee alignment with contract performance metrics and mission priorities. The role mandates active resource allocation, rigorous budget tracking, and proactive risk management to ensure cost, schedule, and technical performance objectives are met. The Project Manager will coordinate closely with the Contracting Officer's Representative (COR), Program Manager, and DC3 leadership to provide timely status updates, risk assessments, and corrective action plans. Additional duties include leading kickoff, status, and technical exchange meetings, ensuring the accurate and punctual delivery of required reports such as Monthly Status Reports, Trip Reports, and Final Reports. The position maintains strict accountability for team staffing, turnover control, and the quality of performance under the PWS. also, the role involves mentoring team members to foster a collaborative environment that consistently applies quality and cybersecurity best practices.

2. Cyber Systems Engineering and Technical Analysis

This position provides technical oversight and subject matter expertise for engineering activities related to the sustainment, modernization, and integration of DC3 enterprise systems. Key functions include conducting feasibility studies, analyses of alternatives, and technical trade studies to guide system design and modernization efforts. The role oversees Change and Release Management processes, ensuring all updates adhere to approved DoD system engineering and agile principles, including SAFE Agile and PMBOK frameworks. It leads integration and sustainment engineering efforts to ensure cyber systems achieve goals of reliability, maintainability, and affordability. The position develops architecture recommendations designed to support the evolving missions of Air Force Cyber and Cyber Law Enforcement and Criminal Investigative (LE/CI) operations.

3. Cyber Operations and Intelligence Analysis

The Mid-Senior Cybersecurity Engineer / Project Manager directs the team's analytical support to DC3 cyber operations. This encompasses intelligence analysis, collection management, and production support. The role integrates technical intelligence with operational cyber data to generate actionable assessments for decision-makers. Analysts under this role develop a spectrum of analytical products, ranging from rapid 'quick looks' to comprehensive in-depth intelligence assessments concerning emerging cyber threats and technologies.

4. Research & Development (R&D) Technical Support

This role oversees Research and Development efforts focused on new cyber and multi-domain capabilities. Functions include coordinating Developmental and Operational Test & Evaluation (DT&E/OT&E) activities, evaluating technology insertions, managing trade studies, and guiding prototype demonstrations. The position is responsible for informing the transition of these capabilities to operational environments.

5. Quality Assurance and Process Improvement

The position implements and maintains a Quality Control Plan (QCP) to ensure compliance with contract and DC3 quality standards. It leads continuous process improvement and transition planning initiatives aimed at optimizing technical performance, affordability, and lifecycle sustainment. All products and services delivered under this role must meet DC3's 95% performance threshold for timeliness and accuracy.

Requirements
