Position Overview
This role provides singular accountability for a global IT services workforce that supports U.S. Army Transportation Command (ARTRANS) C4ISR and distribution missions. The appointed manager exercises full ownership over cost, schedule, quality, and staffing results. Success requires direct collaboration with the KO and COR to direct contractor personnel and establish work schedules.

Key Accountabilities
- Act as the primary liaison to the KO and COR, directing all contractor personnel and establishing work schedules.
- Design and maintain the Task Order Management Plan, including organization charts, staffing plans, subcontractor management, and recruiting or retention strategies.
- Prepare status and cost documentation and lead quarterly reviews of in-progress activities for stakeholders.
- Take ownership of performance against the QASP, maintain the Risk Register, and manage the transition from Phase I to Phase II and descoping activities.
- Track and ensure staffing fill milestones for Key Personnel.
- Ensure quality standards for both prime and subcontractor work and compliance with Section 508 requirements.
- Manage recruiting and retention initiatives to support extensive, geographically dispersed IT services programs.
- Uphold ITIL Foundation and ISO 9001:2015 quality-management standards.
Professional Qualifications
Applicants must bring a minimum of eight years of program or project management experience leading IT services efforts for DoD or Federal clients. The scope and complexity should be comparable to this position. Preferred qualifications include a Project Management Professional certification and a bachelor's or master's degree in a relevant discipline.
Required Certifications and Clearance
- Possess ITIL Foundation certification or a higher-level ITIL credential.
- Demonstrate familiarity with ISO 9001:2015 quality-management practices.
- Obtain and maintain a Secret security clearance.
Location and Work Arrangements
This position is based at Scott Air Force Base in Illinois. It requires enterprise-level oversight of all CONUS and OCONUS sites. The engagement is full-time, and the candidate must operate effectively in this environment.
Compensation Details
The annual salary range for this position is $96,702.00 to $145,054.00.
What You Will Do
- Establish schedules for contractor teams across multiple time zones while aligning with KO and COR priorities.
- Create and update the Task Order Management Plan, organizational charts, staffing plans, and subcontractor strategies.
- Deliver status and cost reports and facilitate quarterly reviews to keep stakeholders informed.
- Monitor compliance with QASP requirements and maintain current risk documentation.
- Manage transitions between project phases and descoping activities as required.
- Ensure Key Personnel staffing targets are met through active monitoring and adjustments.
- Oversee quality for prime and subcontractor deliverables in alignment with Section 508 standards.
- Coordinate all contractor personnel activities and scheduling in partnership with the KO and COR.
- Support recruitment and retention initiatives for large, distributed government IT service operations.
- Apply ITIL Foundation and ISO 9001:2015 principles within quality-management frameworks.
Requirements Summary
- Accumulate eight or more years of program or project management experience focused on DoD or Federal IT services.
- Demonstrate experience managing large, multi-site government IT services programs; PMP and a relevant degree are preferred.
- Show familiarity with ITIL Foundation and ISO 9001:2015 quality-management practices.
- Be capable of obtaining and maintaining a Secret clearance while stationed at Scott Air Force Base, Illinois.
