CERN is seeking a dedicated Learning and Development Business Partner to enhance its HR Learning & Development team. This role has emerged following a restructuring that emphasizes a shift from a portfolio-based model to a focus on two key competency streams: behavioral and technical competencies. The successful candidate will be instrumental in shaping and executing the technical learning strategy, collaborating with various stakeholders to identify training needs and deliver effective learning solutions that foster growth and development across the organization.

Key facts
What you'll do
- Assess and analyze technical and technical management training needs across CERN to ensure alignment with organizational goals.
- Identify and collaborate with internal and external training partners to design, develop, and implement effective training programs.
- Lead the evolution of digital learning initiatives at CERN, coordinating the creation and delivery of e-learning content and managing digital partnerships.
- Evaluate the effectiveness of training programs through feedback surveys and data analysis, providing comprehensive reports on course content and outcomes.
- Conduct a biennial assessment of departmental learning strategies, gathering insights on learning needs and necessary actions for improvement.
- Oversee the operations of the Training Centre and manage related personnel to ensure smooth functioning.
- Monitor and manage the training budget to optimize resource allocation and ensure financial efficiency.
- Stay informed about CERN's scientific and technical challenges, collaborating with committees and experts to align training with current needs.
- Contribute to broader HR-LD projects and policies, enhancing the overall scope of learning and development initiatives.
- Supervise a team of four, including contractors and staff, to foster a collaborative and productive work environment.
- Engage with internal stakeholders, including the CERN learner community and Departmental Training Officers, to promote a culture of continuous learning and motivation.
Requirements
- A Master's Degree or equivalent experience in HR, Learning and Development, or a related field.
- Proven experience with Learning Management Systems and familiarity with Oracle Fusion or similar Human Capital Management systems.
- Background in physics or engineering is considered an advantage.
- Strong understanding of the development, coordination, and implementation of competency-based technical training solutions.
- Experience in employee performance management and personnel supervision.
- Knowledge of HR process design and development, alongside proficiency in office software applications.
- Project management skills, complemented by strong analytical capabilities and an understanding of specialized technical fields.
- Ability to adapt quickly to changing priorities and requirements, demonstrating flexibility in approach.
- Commitment to achieving high-quality results within set deadlines and expectations.
- Excellent interpersonal skills, with the ability to build relationships across various levels within the organization.
- Proficient in spoken and written English, with a willingness to learn French.

Practical notes
- This is a limited-duration contract for two years, with the possibility of extension up to eight years and eligibility for an indefinite contract thereafter.
