About the role

In this pivotal position, you will report directly to the Territorial Integration Pillar Coordinator of the Future Circular Collider (FCC) Project at CERN. Your primary responsibility will be to oversee the regulatory authorisations and permitting processes essential for the successful execution of the FCC project. This role is critical in ensuring that all necessary approvals are obtained in a timely manner in both France and Switzerland, thereby facilitating the project's advancement.

What you'll do

• Develop and implement the regulatory authorisation strategy for the FCC project, collaborating closely with relevant authorities in both France and Switzerland.
• Coordinate and lead cross-functional teams focused on regulatory issues, identifying key challenges that require strategic resolutions.
• Spearhead the formulation of the land acquisition and property strategy, working in conjunction with various stakeholders to ensure alignment and compliance.
• Prepare comprehensive regulatory documentation necessary for the FCC project, including permits, authorisations, exemptions, and safety approvals, ensuring that all submissions are consistent and well-articulated.
• Participate in project reviews, keeping a close watch on the master schedule for regulatory activities, and pinpointing areas needing coordination and management intervention.
• Generate detailed reports on the status of regulatory activities and assist in the creation of project monitoring tools, including risk indicators and dashboards.
• Engage with institutional stakeholders to facilitate the regulatory process, ensuring that all parties are informed and involved in decision-making.
• Monitor changes in regulatory frameworks and assess their implications on the FCC project, adapting strategies as necessary to maintain compliance.
• Provide expert advice on regulatory matters to project teams, ensuring that all aspects of the project align with legal and institutional requirements.
• Foster relationships with external partners and authorities to enhance collaboration and streamline the authorisation process.
• Conduct training sessions and workshops for team members on regulatory compliance and best practices in project management.
• Contribute to the overall strategic planning of the FCC project by providing insights and recommendations based on regulatory trends and developments.

Requirements

• A Master's degree or equivalent experience in Engineering, Law, Urban Planning, Spatial Planning, or a related discipline.
• Extensive experience in managing regulatory authorisation and permitting processes for significant infrastructure projects within France and/or Switzerland, with a focus on land acquisition and property issues.
• Proven track record in handling complex projects that involve multiple institutional stakeholders in demanding environments.
• Demonstrated ability to design and implement regulatory compliance frameworks in collaboration with technical, legal, and institutional teams.
• Experience in project ownership or providing governance support for intricate projects, including risk assessment and stakeholder coordination.
• Strong project management skills, with proficiency in using office software packages to facilitate documentation and reporting.
• Fluent in French, with a commitment to improving English language skills.

Practical notes

• This position is a limited duration contract for five years, with the possibility of extension up to eight years and eligibility for an indefinite contract thereafter.
• The role requires a commitment of 40 hours per week, with the potential for work during nights, weekends, and official holidays as needed.
• The job grade for this position is classified as 6-7, reflecting the level of responsibility and expertise required.
