About the role
You will serve as the primary authority on Philippine entity compliance, ensuring the organization meets all statutory obligations with precision and consistency. This position requires an experienced professional to manage end-to-end regulatory processes and build scalable frameworks as the company grows. You will report directly to the Head of People Operations. In this capacity, you will act as the definitive expert on all employer-of-record responsibilities for Philippine law, interpreting complex regulations into actionable procedures. You will own the design and execution of compliance strategies that protect the organization from regulatory risk. The role demands a proactive mindset to anticipate changes in legislation and implement controls before they impact operations. You will be responsible for maintaining the integrity of the employee lifecycle from onboarding to separation within the Philippine jurisdiction. Ultimately, your work will ensure that Eucalyptus operates seamlessly and legally within the Philippine market.

What you'll do
- Manage the full cycle of Philippine statutory employer obligations, including SSS, PhilHealth, Pag-IBIG, and BIR, while overseeing all government portals.
- Execute monthly reporting and remittance cycles, ensuring zero missed deadlines or filing errors.
- Handle all BIR employer requirements, such as alphalist submissions, quarterly and monthly tax remittances, annualization, and the distribution of BIR Form 2316.
- Oversee DOLE-mandated benefits, final pay calculations, separation pay, and issuance of Certificates of Employment.
- Register new hires with all necessary government agencies and maintain accurate records throughout the employment lifecycle.
- Monitor regulatory updates and adjust internal processes and documentation to maintain compliance before new rules take effect.
- Lead the preparation for government audits and inspections by DOLE and BIR, serving as the main contact for inquiries.
- Develop and maintain a compliance calendar, checklists, and documented workflows to mitigate operational risks.
- Collaborate with Finance and payroll teams to ensure data integrity within HiBob and Deel, providing regular status reports to leadership.
- Liaise with external legal counsel and government agencies to resolve compliance matters efficiently.
- Standardize documentation for employment contracts and policies to align with Philippine legal standards.
- Track key performance indicators related to compliance accuracy and process efficiency.
Requirements
- Minimum 5 years of hands-on experience managing Philippine statutory compliance as an employer, including direct management of government portals.
- Deep expertise in BIR employer obligations, including eFPS/eBIRForms, alphalist reporting, and Form 2316.
- Comprehensive understanding of the Philippine Labor Code and DOLE requirements regarding payroll, benefits, and record-keeping.
- Proven ability to build or significantly improve compliance processes in a scaling business environment.
- High level of attention to detail regarding financial reconciliation and data accuracy.
- Demonstrated experience managing audits and inspections conducted by DOLE and BIR.
- Strong knowledge of data protection expectations under local laws, even if not formally certified.
- Ability to work independently with minimal supervision in a fast-paced, growing organization.
Nice to have
- Knowledge of the Philippine Data Privacy Act, including NPC registration and data handling protocols.
- Experience in documenting compliance procedures and providing training or guidance to team members.
