About the role
The Contracts Manager at Visioninvest is responsible for overseeing all contractual and commercial facets of a major airport construction initiative, ensuring rigorous contract administration and proactive risk mitigation. This position requires navigating the complexities of FIDIC-based agreements and PPP frameworks while coordinating across multiple disciplines and stakeholder groups. The hired individual will serve as the central contractual authority within the Special Purpose Vehicle, managing large-scale construction and airport infrastructure portfolios. They will ensure strict adherence to the Project Agreement, EPC Contracts, O&M Contracts, Financing Agreements, and all associated project documentation. Acting as the primary liaison, the hire will interface directly with the SPV, EPC contractors, O&M providers, and the government off-taker to protect corporate rights and uphold obligations. The role demands meticulous oversight of commercial exposures and deliverables to safeguard project integrity. Ultimately, the Contracts Manager will be the linchpin for maintaining contractual alignment and enforcing compliance throughout the project lifecycle.

What you'll do
- Administer and monitor the SPV's performance and obligations under the Water Supply Agreement, Engineering Procurement Construction contracts, Operations and Maintenance agreements, and financing documentation.
- Ensure timely submission of all contractual notices, claims, and reports in strict accordance with the established contract requirements and project timelines.
- Conduct rigorous compliance checks to verify that all stakeholders, including EPC contractors, O&M providers, and external consultants, adhere to their contractual mandates.
- Review, evaluate, and prepare comprehensive responses to claims, variation requests, and formal extension of time submissions submitted by other parties.
- Draft authoritative formal correspondence directed to the offtaker, EPC contractors, and other key stakeholders to robustly safeguard the SPV's contractual position.
- Provide active support during negotiation, mediation, or arbitration proceedings where formal disputes emerge, contributing strategically to resolution strategies.
- Maintain impeccable documentation and record-keeping systems to facilitate efficient and effective dispute resolution if required in the future.
- Collaborate closely with the finance team to monitor critical payment milestones, cost recovery mechanisms, and the assessment of liquidated damages where applicable.
- Act as the designated contractual focal point, interfacing between SPV shareholders, government entities, EPC contractors, and O&M service providers to ensure clarity.
- Coordinate proactively with project management, engineering, and finance teams to align contractual interpretations with technical and commercial project positions.
- Draft, review, and finalize all forms of contractual correspondence, formal letters, and notices to ensure consistency and legal robustness.
- Ensure the timely and structured resolution of contractual disputes and claims by leveraging established processes and best practices.
- Support procurement strategy development and the evaluation of tendering processes for significant work packages and project deliverables.
- Review detailed Request for Proposal documents, bid evaluation outcomes, and contract award recommendations to ensure compliance.
- Monitor contractor performance against the established contractual obligations and key performance indicators to assess delivery quality.
- Coordinate with finance and project controls teams to maintain budget alignment and facilitate accurate cost tracking throughout the project duration.
- Identify emerging contractual risks and develop robust mitigation strategies to prevent potential escalations and financial exposure.
- Ensure strict compliance with Uzbek national regulations, ICAO/IATA international standards, and recognized international best practices for infrastructure delivery.
- Support internal and external audit processes, legal reviews, and regulatory reporting mechanisms to ensure transparency and adherence.
- Liaise directly with EPC contractors, consultants, legal advisors, and government entities to foster productive working relationships.
- Facilitate seamless communication between technical, legal, and commercial departments to resolve issues efficiently.
- Provide dedicated support for dispute resolution and arbitration processes, preparing necessary documentation and evidence.
- Prepare detailed periodic reports on contract status, outstanding claims, identified risks, and commercial performance metrics for management.
- Maintain a centralized repository of accurate documentation and correspondence related to all contractual matters for audit trails.
- Provide high-level support for executive reporting and the development of board-level presentations on contractual and commercial matters.
Requirements
- Hold a Bachelor's or Master's degree in Engineering disciplines such as Civil, Mechanical, or Electrical Engineering, or alternatively in Law, Quantity Surveying, or Construction Management.
- Possess Advanced qualifications in specialized fields such as Construction Law, Contract Administration, or Commercial Management are considered essential and highly desirable.
- Obtain or possess Professional certifications including MRICS, CIArb, or PMP which are preferred and will be treated as a significant asset during evaluation.
- Bring a minimum of 10 years of cumulative experience specifically in contract management roles, with at least 5 years demonstrated in large-scale infrastructure or airport projects.
- Show a proven track record of managing complex claims, formal disputes, and multi-party negotiations in high-stakes environments.
- Exhibit a strong and thorough understanding of construction law, intricate procurement processes, and commercial risk assessment frameworks.
- Demonstrate proficiency in the use of specialized contract management software and enterprise resource planning (ERP) systems for data management.
- Show familiarity with international arbitration mechanisms and formal dispute resolution frameworks applicable to global projects.
- Communicate with excellent negotiation, analytical, and proactive stakeholder engagement capabilities to manage diverse interests.
- Work with a professional working proficiency in the English language; fluency in Uzbek and/or Russian is considered a distinct professional asset.
