About the role
Cost Engineer
Tashkent Airport Company (TAC) operates the new Tashkent Greenfield Hub Airport. This initiative is backed by Vision Invest, Sojitz, Incheon International Airport Corporation, and Uzbekistan Airports. The facility is scheduled to open in 2030, with an initial capacity of 20 million passengers and 126,000 tonnes of cargo. Projections indicate expansion to 50 million passengers and 500,000 tonnes of cargo by 2065. TAC is responsible for operating and managing the landside, terminal, ground handling, the fuel farm, in-flight catering, MRO, and the general aviation terminal.
Role Purpose
The Cost Engineer provides essential support to the Project Controls function. The primary focus is developing and maintaining cost estimates, budgets, and forecasts for the project. The role involves tracking actual costs against the baseline to identify variances and trends. The position delivers accurate and timely cost data and analysis to facilitate informed decision-making for a portfolio of large-scale EPC and infrastructure projects exceeding $100 million. Collaboration with planning, procurement, and site teams is central to the function.
Key Responsibilities
Cost Estimating & Budgeting
Develop and maintain detailed cost estimates and budgets for project packages. This work must align with approved Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) structures. The role supports the development of CAPEX models and cost baselines for EPC packages. Maintaining and updating internal unit rate databases and cost benchmarks is also required.
Cost Control & Forecasting
Tracking actual costs, commitments, and accruals against approved budgets is a core duty. The engineer will prepare forecasts (EAC/ETC), perform variance analysis, and identify cost trends for management attention. Supporting Earned Value Management (EVM) reporting at both project and package level is part of this responsibility.
Change & Risk Support
The role supports the change control process by assessing the cost impact of proposed variations and change orders. Assisting with quantitative risk analysis is required, with the integration of results into cost forecasts and contingency assessments.
Reporting & Documentation
Preparing periodic cost reports, dashboards, and supporting analysis for project leadership is essential. The engineer must maintain accurate, well-organized cost records, back-up documentation, and audit trails. Supporting tender evaluation and cost estimation for major contracts is required as needed.
Coordination
Close coordination with planning, procurement, and site teams ensures cost data remains accurate and current. The engineer will validate contractor cost submissions and invoices against contract terms and recorded progress. Support for the Cost Control & Planning Manager in the implementation and use of PMIS/EPMIS systems is required.
Candidate Profile
Qualifications & Certifications
A Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, or a related field is mandatory. Relevant cost engineering certifications, such as AACE CCP or CEP, are an advantage.
Experience
A minimum of 5-8 years of experience in cost engineering or cost control is required, with a background in EPC or large-scale construction environments. Preferred experience includes airport, infrastructure, or major capital projects. Working knowledge of Earned Value Management (EVM), CAPEX planning, and cost forecasting techniques is necessary. Experience with PMIS/EPMIS or cost management software is required.
Skills & Attributes
Strong analytical skills with high attention to detail and accuracy are essential. Proficiency in Excel and cost management/reporting tools is required. The ability to communicate clearly and present cost data to non-specialist stakeholders is critical. Fluency in English is required; knowledge of Russian or Uzbek is an advantage.
Success Measures
The role is successful when cost estimates, budgets, and forecasts are maintained accurately and delivered on schedule. Early identification of cost variances and trends, supported by clear reporting, enables timely management decisions. Cost data and documentation must maintain a standard that supports audit and reporting requirements without the need for rework.
