About the role
The role defines and sustains nuclear material safeguards for advanced fuel manufacturing. A specialist drives accurate tracking, control, and protection of special nuclear material. This position integrates compliance, measurements, and security for the TRISO manufacturing facility. The hire will own the establishment and integrity of material balance areas to ensure accountability for nuclear materials. They will verify inventory differences through rigorous material balance evaluations and resolve discrepancies without delay. The specialist is responsible for implementing safeguards in strict alignment with DOE Order 470.4B to protect nuclear materials and ensure security. They will provide essential support for regulatory inspections, audits, and domestic safeguards reviews conducted by authorities. The role requires the implementation and maintenance of tamper-indicating device programs for material protection and detection. Measurement control is a critical duty, encompassing calibration, quality control, and uncertainty quantification to guarantee data reliability. The specialist will apply non-proliferation principles to the design and implementation of safeguards within operational manufacturing contexts.

Requirements of DOE Order 470.4B (Safeguards and Security Program) are implemented to ensure the protection of nuclear materials at every stage. Preparation for and support of regulatory inspections, audits, and assessments is conducted to validate compliance with federal standards. Inspections and domestic safeguards reviews are supported as required by regulatory authorities to ensure timely submission of data. Tamper-indicating device (TID) programs for material protection and detection are implemented, maintained, and continuously monitored. Measurement control is managed comprehensively, including calibration, quality control, and uncertainty quantification to ensure reliable data for all measurements. Non-proliferation principles are applied to safeguards program design and implementation in operational contexts to mitigate risks. DOE and NRC assessments, surveys, and vulnerability analyses are supported to maintain regulatory alignment and facility standing. MC&A processes are audited internally, and corrective action programs are implemented to sustain compliance and improve systems. Inventory differences or safeguards anomalies are investigated through root cause analysis to prevent recurrence and enhance future protocols. Safeguards effectiveness and efficiency are driven for continuous improvement across manufacturing operations to optimize performance.
Requirements
A degree as specified in the basic qualifications for the role is held and must be documented. Experience in nuclear material control and accounting or nuclear safeguards at facilities handling special nuclear material is demonstrated and required. Knowledge of DOE NE Order 474.2 and NRC regulations (10 CFR 74) governing nuclear material control and accountability is proven through practical application. MC&A software systems and database management for accurate recordkeeping is experienced and essential for success. The ability to work within a highly regulated environment with strict compliance demands is mandatory. Candidates must manage multiple priorities simultaneously while maintaining accuracy and attention to detail. Physical protection systems and their integration with MC&A processes are understood to ensure comprehensive security. U.S. citizenship or lawful permanent residency is required to meet legal and regulatory obligations for handling nuclear materials.
Nice to have
Destructive assay (DA) and non-destructive assay (NDA) techniques for material characterization are familiar and provide an advantage. Statistical analysis, measurement uncertainty, and error propagation methods for inventory evaluations are experienced to improve accuracy. Nuclear material types, forms, and measurement techniques used in advanced fuel manufacturing are understood deeply. Written and verbal communication skills are excellent for coordination with regulatory bodies and internal teams.
