About the role

The owns the end to end policy architecture that allows Starlink Mobile to deliver cellular connectivity from orbit to ordinary phones. This position translates the physics of satellites and spectrum into clear, regulator friendly narratives that unlock global service for standard, unmodified cell devices. The hire will determine how and when next generation satellite services reach consumers, responders, and remote communities across the globe. By aligning spectrum ambitions with launch cadence, the role closes coverage gaps and turns orbital capabilities into tangible connectivity outcomes. The manager will advocate inside international forums and agency proceedings on behalf of SpaceX and its connectivity mission. Every policy decision will be evaluated against its ability to reduce mobile dead zones and connect populations currently beyond reach of traditional networks. The position requires constant negotiation between technical realities, regulatory constraints, and product timelines to keep service rollouts on track. Success will be measured by the ability to convert complex orbital realities into actionable strategies that regulators can implement and users can experience.

• Partner with engineering and legal teams to ensure filings satisfy every jurisdiction and meet evolving compliance standards.
• Analyze policy risks and recommend adjustments that reduce approval friction across markets and regulatory bodies.
• Map and communicate policy dependencies, surfacing constraints that could delay service delivery to phones and devices.
• Guide product roadmaps by translating spectrum and orbital constraints into clear timelines for mobile connectivity features.
• Anticipate market specific rules, enabling service delivery to phones, IoT devices, and emerging use cases as orbital conditions allow.
• Translate complex satellite and wireless standards into accessible narratives for officials, stakeholders, and external partners.
• Monitor evolving regulatory landscapes worldwide to identify opportunities and risks for Starlink Mobile expansion.
• Support the development of policy narratives that demonstrate how space based connectivity complements terrestrial networks.
• Coordinate with regional teams to adapt strategies for diverse legal systems, spectrum allocations, and market expectations.
• Lead cross functional working sessions that align technical, legal, and policy perspectives on critical filing and negotiation topics.
• Track implementation milestones, escalating timing or regulatory risks that could impact launch or service dates.
• Represent SpaceX in engagements with government agencies, industry groups, and standards organizations shaping the future of mobile connectivity.
• Maintain detailed records of all policy decisions, assumptions, and outcomes to inform future strategies and audits.

Requirements

A Bachelor's degree is required for this position.

You must bring four or more years of experience managing policy or technology initiatives from conception to execution.

Demonstrated history in telecom policy or product regulation within wireless sectors is essential for success in this role.

You should understand satellite and wireless standards and operate comfortably within spectrum management frameworks.

Experience engaging government agencies and shaping outcomes in formal proceedings is a strict requirement.

You must learn new technical domains rapidly and operate effectively amid high complexity and competing priorities.

The ability to interpret dense regulatory documents and translate them into practical strategies is mandatory.

Strong written and verbal communication skills are required to convey technical tradeoffs to non technical audiences.

You must be comfortable working independently and as part of a cross functional team dispersed across technical, legal, and policy domains.

A commitment to ethical conduct, data driven decision making, and rigorous analysis is expected in all policy work.

You must manage multiple deadlines simultaneously while maintaining attention to detail in regulatory submissions.

Willingness to be accountable for outcomes across global markets, even when operating with indirect control over external stakeholders.

Flexibility to adjust priorities in response to shifting regulatory timelines, launch schedules, and policy developments.

You must adhere to company policies, security practices, and confidentiality requirements in all policy activities.

Nice to have

Five or more years in telecommunications policy or a regulatory role within the wireless or mobile industry strengthens your candidacy.

Knowledge of technology, policy issues, and market specific rules for satellite and wireless companies is expected.

Practical notes

Willingness to travel approximately 30 to 40 percent of the year is necessary for this role.

Extended hours will be required to meet regulatory deadlines and mission timelines.

Fluency in French, Spanish, Portuguese, Japanese, or other international languages will expand your effectiveness with global stakeholders.
