Position Summary
PMA Consultants is seeking an experienced Proposal Manager to lead the development of winning proposals that drive our national growth strategy. You will support pursuits across diverse markets, including capital improvement programs, transportation, energy, water infrastructure, government and public facilities, education, healthcare, hospitality, and private corporations. This role blends hands-on proposal leadership with strategic business development insight. You will manage the full proposal lifecycle, collaborate with cross-functional teams, shape pursuit strategies, and ensure the delivery of persuasive, high-quality proposals. You own the end-to-end narrative for complex bids that span sectors and markets. Across capital programs, transit, energy systems, water networks, public works, schools, clinics, hotels, and corporate clients, you frame how we win. You coordinate writers, reviewers, and stakeholders so every submission aligns with strategy, tone, and compliance expectations. Your work turns scattered inputs into coherent stories that move opportunities forward. You translate raw information into structured responses that address client needs and evaluation criteria directly. You serve as the central point of coordination for content, ensuring consistency and alignment throughout the proposal.

Engagement: Full-Time
Compensation: $120,000 to $140,000 annually
Key Responsibilities
Design and lead intake sessions that capture client goals, evaluation criteria, and constraints before any writing begins. These sessions establish the foundation for tailored, strategic responses. You document requirements, decision criteria, and constraints to guide the entire proposal effort.
Orchestrate cross-functional collaboration, aligning technical, pricing, and compliance expertise into a unified response structure. You translate complex inputs into organized sections that reflect the client's priorities and evaluation factors. You ensure contributors understand their roles and deadlines.
Guide the creation of proposal narratives, ensuring clarity, precision, and alignment with client priorities and evaluation factors. You refine language to strengthen the persuasiveness of each section and maintain a consistent voice. You focus on logical flow and evidence-based arguments.
Implement structured review routines that surface gaps, refine arguments, and strengthen persuasiveness before finalization. You coordinate iterative feedback cycles and manage revisions to elevate quality. You verify that reviewers provide timely and actionable input.
Coordinate production logistics, managing version control, formatting, and submission steps so deadlines are met reliably. You track document versions, enforce standards, and oversee final delivery. You confirm that all components are complete and compliant.
Maintain knowledge of past submissions, capturing lessons that inform future positioning and response strategies. You organize historical insights to improve targeting and messaging. You apply these lessons to new pursuit strategies.
Monitor competitor landscapes and client preferences, translating insights into differentiators woven throughout the proposal. You research market trends and adjust content to highlight unique value. You ensure the proposal reflects current client expectations.
Support business development by refining pursuit narratives that clarify value, risk mitigation, and measurable outcomes. You work with colleagues to shape messages that resonate with decision-makers. You emphasize outcomes that demonstrate impact and return.
Verify that every proposal meets mandatory requirements, page limits, and submission guidelines with consistent accuracy. You perform final checks to confirm compliance and completeness. You reduce the risk of disqualification due to procedural issues.
Champion continuous improvement, testing new templates, checklists, and workflows that enhance quality and team efficiency. You evaluate tools and methods to streamline production. You promote practices that improve consistency and reduce rework.
Required Qualifications
You bring at least 3 years of proposal or bid management experience in professional services or related fields. Your background includes managing complex, multivolume submissions.
You have handled complex, multivolume submissions for public and private sector clients successfully. You navigate multiple contributors and demanding timelines with confidence.
You demonstrate strong written and verbal communication skills that convey complex ideas clearly to diverse audiences. You adapt tone and structure to suit different readers and purposes.
You show meticulous attention to detail, consistently delivering error-free materials on schedule. You maintain high standards for accuracy and presentation.
You are comfortable working independently and as part of a collaborative team in fast-paced environments. You balance autonomy with effective collaboration.

Preferred Experience
Experience in capital improvement, transportation, energy, water infrastructure, government, public facilities, education, healthcare, hospitality, or corporate sectors. This experience helps you understand sector-specific nuances and expectations.
