The manager ensures that Oscar Health's workplace policies, hiring practices, employee relations procedures, and internal controls align with federal, state, and local labor regulations. What you'll do
Lead the development and execution of the company's comprehensive people compliance strategy across all HR functions and business units
Monitor changes in federal, state, and local employment laws and assess their potential impact on Oscar Health's internal policies
Partner with the HR leadership team to design and deliver compliance training programs for managers and staff across all offices
Conduct thorough internal audits of people-related processes and workflows to identify gaps in regulatory adherence and areas for improvement
Manage the company's response to government audits, regulatory inquiries, and formal investigations related to employment practices and workplace standards
Maintain and regularly update the company's employee handbook, standard policies, and operational procedures to reflect current legal requirements
Coordinate closely with legal counsel on matters involving workplace safety, employee relations, data privacy, and other compliance-sensitive topics
Oversee the documentation and record-keeping practices that are required for full labor law compliance and regulatory readiness at all times
Serve as the primary point of contact for compliance-related questions from HR business partners, regional teams, and external stakeholders
Drive continuous improvement initiatives designed to strengthen the company's overall compliance culture, risk awareness, and proactive risk mitigation posture
Develop and maintain a library of compliance resources, templates, and reference materials to support consistent application of policies
Collaborate with finance and operations teams to ensure that people compliance obligations are integrated into broader business planning processes
Requirements
Bachelor's degree in human resources, business administration, law, or a closely related academic field is required
A minimum of five years of progressive experience in compliance, audit, or people operations within a corporate environment
Demonstrated expertise in federal and state employment laws, including FMLA, ADA, FLSA, Title VII, and related statutes
Outstanding written and verbal communication skills with the ability to translate complex legal requirements into clear, actionable policies
Proven track record of managing multiple concurrent projects and priorities while maintaining accuracy and attention to detail
Strong interpersonal skills with the ability to build trust and influence stakeholders across diverse departments and functions
Experience leading cross-functional initiatives and coordinating efforts between HR, legal, finance, and operations teams on compliance matters
A high level of integrity and professionalism when handling sensitive, confidential, and employee-related information with discretion
Familiarity with HR compliance frameworks, audit methodologies, and corrective action planning processes in a mid-to-large organization
Ability to work independently and take ownership of compliance projects while collaborating effectively with senior leadership
Nice to have
Prior experience working in the health insurance or healthcare industry, where regulatory environments are particularly complex
Familiarity with HR information systems and people analytics platforms commonly used to track compliance metrics and outcomes
Knowledge of data privacy regulations such as HIPAA and GDPR, especially as they apply to employee and member data
Experience managing a small team of compliance professionals or coordinating work with external legal and consulting vendors
Background in conducting or supporting organizational investigations related to workplace complaints, policy violations, or employee relations matters
Skills & tools
Proficiency in Microsoft Office Suite, especially Excel and PowerPoint, for building compliance reports and executive presentations
Hands-on experience with HR compliance tracking and case management systems used to document and resolve issues
Strong analytical ability to interpret complex regulatory texts and summarize key implications for business stakeholders clearly
Solid project management skills with the capacity to oversee multiple compliance initiatives and meet critical deadlines
Familiarity with data analysis techniques for tracking compliance metrics, audit findings, and corrective action progress over time
Working knowledge of learning management systems used for delivering and tracking compliance training across large employee populations
Ability to create clear, concise documentation including policies, procedures, flowcharts, and process maps for compliance purposes
Practical notes
This role is based in Oscar Health's New York office and requires regular in-person attendance during standard business hours
The Sr. Manager, People Compliance reports to the Director or VP of People Compliance within the broader HR leadership team
Candidates should expect to work standard business hours with occasional flexibility needed during audit cycles or regulatory reporting periods
