About the role
In this role, you will act as the principal deputy within the Market Regulation Department for Coinbase's designated contract market, which is registered with the CFTC. Your collaboration with the Chief Regulatory Officer will be essential in upholding regulatory standards and ensuring the integrity of the exchange's operations.

What you'll do
- Lead the daily functions of the Market Regulation Department, stepping in as the primary authority in the absence of the Chief Regulatory Officer.
- Ensure compliance with the Commodity Futures Trading Commission (CFTC) regulations, particularly Parts 38, 39, and 40 of the Commodity Exchange Act, while addressing any regulatory deficiencies that arise.
- Manage both internal and external audits, including the coordination of responses and the resolution of any findings that emerge.
- Collaborate closely with trade surveillance teams to assess potential violations of rules and determine appropriate enforcement actions.
- Provide expert guidance to internal teams on DCM Core Principles, CFTC regulations, and the organization's internal policy frameworks.
- Develop and maintain compliance documentation, ensuring that all processes align with regulatory expectations.
- Analyze market activities and trends to identify potential compliance risks and recommend proactive measures.
- Foster relationships with regulatory bodies and industry stakeholders to facilitate open communication and collaboration.
- Train and mentor team members on compliance best practices and regulatory changes.
- generative AI tools to enhance workflow efficiency while ensuring that human oversight is maintained.
- Prepare comprehensive reports and memoranda for internal stakeholders and regulatory agencies, ensuring clarity and precision in communication.
- Manage multiple regulatory initiatives concurrently, ensuring that all deadlines and compliance requirements are met.
Requirements
- At least 7 years of experience in compliance or regulatory roles specifically related to CFTC-registered designated contract markets (DCMs) or derivatives clearing organizations (DCOs).
- Demonstrated experience applying CFTC Parts 38, 39, and 40 in the context of exchange operations and governance.
- Proven track record of effective communication with senior staff at the CFTC, including those in the Division of Market Oversight, Division of Clearing and Risk, and Market Participants Division.
- In-depth knowledge of CFTC Core Principles and their relevance to exchange compliance.
- Familiarity with market fundamentals, trading practices, and investigative surveillance techniques.
- Strong writing skills, with the ability to produce high-quality reports and memoranda for both internal and external audiences.
- Experience in managing multiple regulatory projects simultaneously, ensuring timely and effective outcomes.
- Proficiency in leveraging generative AI to improve workflow efficiency while maintaining necessary oversight.

- Advanced degree in law, finance, or a related field.
- Previous experience in a leadership role within a compliance department.
- Familiarity with blockchain technology and its implications for regulatory compliance.
- Experience in developing training programs for compliance staff.
