Senior Project Manager - Utility Capital Programs

About the role

Bamboohr is currently looking for a Senior Project Manager to take the lead on utility capital programs from the Seattle, Washington office. This role is responsible for overseeing the full lifecycle of capital projects, ensuring that each initiative is delivered on schedule and within budget. The Senior Project Manager will serve as the primary point of contact for project stakeholders and will coordinate efforts across multiple departments. This is a full-time position that requires close collaboration with engineering, operations, finance, and executive leadership teams.

What you'll do

1. Direct the end-to-end planning, execution, and delivery of utility capital projects from initial concept through final completion and handover

2. Coordinate closely with engineering, operations, and finance teams to ensure all project objectives are aligned and properly communicated across departments

3. Manage project budgets, prepare detailed cost estimates, and maintain accurate financial tracking records for each capital program initiative

4. Develop comprehensive project schedules, define key milestones, and monitor delivery timelines to ensure on-time completion of all program deliverables

5. Communicate project progress, emerging risks, and critical issues to senior leadership and external stakeholders through regular reporting and presentations

6. Ensure that every utility capital project meets all applicable regulatory requirements, industry standards, and internal compliance policies and procedures

7. Lead the evaluation and selection of vendors and contractors, managing procurement activities and contract negotiations for capital program needs

8. Monitor changes in project scope throughout the delivery lifecycle and implement formal change control procedures to manage impacts on timeline and budget

1. Prepare detailed status reports, performance dashboards, and program documentation to support governance reviews and executive decision-making processes

10. Mentor and guide junior project staff members, sharing best practices and contributing to continuous improvement of project management processes

11. Facilitate cross-departmental collaboration sessions to identify and resolve project blockers, operational issues, and resource constraints that affect program delivery

12. Support the strategic planning process for future utility capital programs, contributing insights based on historical project performance and lessons learned

Requirements

1. Demonstrated track record of successfully managing large-scale capital projects within the utility sector or related infrastructure industries over multiple years

2. Thorough understanding of project management methodologies, capital program delivery frameworks, and the principles of effective program governance and oversight

3. Proven ability to lead and motivate multidisciplinary teams while managing competing priorities across several concurrent projects and workstreams simultaneously

4. Strong proficiency in budget management, cost control techniques, variance analysis, and financial reporting practices for complex capital programs

5. Exceptional written and verbal communication abilities with the capacity to engage effectively with diverse internal and external stakeholders at all levels

6. Hands-on experience navigating regulatory compliance, permitting processes, and environmental review requirements specific to utility and infrastructure capital projects

7. Willingness and capacity to travel as needed for project site visits, stakeholder meetings, and program review sessions across the region

8. Bachelor's degree in a relevant field or an equivalent combination of formal education and substantial professional experience in project management

1. Familiarity with utility regulatory frameworks, rate-making processes, and the broader policy landscape governing capital investment in the utility industry

2. Prior experience working with capital program software platforms or enterprise-level project management tools to track and report on program performance

4. PMP certification or an equivalent project management credential from a recognized professional organization demonstrating advanced competency in the field

5. Previous exposure to working with public utility commissions, regulatory agencies, or governmental bodies involved in utility capital program oversight
