Proposal Manager

About the role

You will own and drive the full lifecycle of Spear AI's proposal efforts, translating complex technical and operational stories into compelling submissions that win mission-critical contracts. In this high-ownership role, you will manage a target number of proposals per month across a wide range of government solicitations while partnering closely with leadership and department stakeholders to uncover the right stories and craft them into winning submissions. You will leverage tools like PRISM to scale throughput efficiently and be accountable for quality, compliance, and delivery at every stage, whether you handle the mechanics directly or oversee them as delegated. Your work will directly support Spear AI's mission of delivering cutting-edge solutions that strengthen national security and enable the warfighters who depend on them.

What you'll do

Lead and own the full proposal lifecycle from pursuit kickoff through final submission, managing both the process and the writing - including timelines, reviews, and team coordination to ensure compliant, high-quality submissions every time.

Manage multiple concurrent proposal efforts across a wide range of government solicitations, including RFPs, RFIs, White Papers, Grants, BAAs, Task Orders, IDIQ contracts, OTAs, and SBIR/STTR programs.

Ensure strict compliance with procurement regulations including FAR, DFARS, GSA schedules, and GWACs throughout every submission.

Research and identify strategic government opportunities aligned with Spear AI's business objectives, staying ahead of the pipeline and informing growth strategy.

Develop deep knowledge of Spear AI's products and capabilities to independently draft compelling technical and operational content for proposals and white papers without constant supervision.

Partner with stakeholders across the organization to build trust, learn each team's story, and translate expert input into persuasive proposal content that resonates with evaluators.

Interview subject matter experts and synthesize their knowledge into clear, tailored narratives, connecting the dots across inputs rather than waiting for others to fill in the blanks or deliver perfect drafts.

Manage collaborative proposal efforts with prime contractors and subcontractors, ensuring strategic alignment, consistent messaging, and seamless integration of contributions throughout the engagement.

Continuously refine and optimize Spear AI's proposal development processes and best practices to improve competitiveness, reduce cycle times, and increase monthly output while maintaining rigorous quality standards.

Champion quality, compliance, and on-time delivery by overseeing review cycles, enforcing standards, and taking ownership of the final submission whether you are drafting, coordinating, or delegating the mechanics.

Serve as the central point for proposal operations, tracking statuses, risks, and dependencies, and proactively escalate issues to leadership to keep programs on track and safeguard Spear AI's reputation.

Drive structured pursuit decisions by analyzing solicitations, customer needs, and competitive landscapes to recommend where Spear AI should focus its proposal efforts for maximum impact.

Maintain organized proposal libraries, reusable content, and after-action reviews that capture lessons learned and support continuous improvement across the team.

Act as a thought partner to leadership by providing insights on proposal performance, win-loss trends, and strategic gaps, helping to shape future capabilities and positioning.

Requirements

Bachelor's degree from an accredited institution.

4+ years of experience managing local, state, and federal government proposals from start to finish.

Extensive knowledge of government procurement processes and contract vehicles, including RFP, RFI, RFQ, SBIR/STTR, IDIQ, GWAC, BAA, OTA, and CRADA.

Deep familiarity with regulatory frameworks including FAR and DFARS.

Proven ability to simultaneously manage multiple proposal submissions and consistently meet strict deadlines under pressure.

Expertise in proposal writing and editing, including structuring narratives that connect technical expertise to evaluation criteria and customer priorities.

Strong stakeholder partnership and interviewing skills to earn trust, ask incisive questions, and translate expert input into compelling prose.

Excellent written and verbal communication skills with the ability to clearly articulate complex technical ideas to a range of audiences, from engineers to decision-makers.
