About the role
You will own the strategic interpretation and application of healthcare regulations to support Rula's business objectives and growth initiatives. You will translate complex legal frameworks into clear, actionable guidance that enables the business to move with speed and confidence. You will act as a trusted advisor to commercial and clinical teams, helping them structure and execute partnerships that are both impactful and compliant. You will lead efforts to identify, assess, and mitigate regulatory risks across the company's expanding operations. You will build foundational legal processes and frameworks that strengthen the company's long-term governance and scalability. You will champion the mission of making mental healthcare accessible by ensuring legal rigor does not block responsible innovation. In this role, you will play a pivotal part in shaping how Rula operates within the evolving healthcare landscape.
Key facts
What you'll do
- Analyze evolving federal and state healthcare regulations and convert them into practical policies and controls that guide commercial decision-making.
- Draft, review, and negotiate provider agreements, payor agreements, network participation agreements, business associate agreements, management services agreements, and professional services agreements to support scalable partnership models.
- Advise business stakeholders on corporate practice of medicine constraints and strategies that align service delivery models with legal requirements.
- Assess and mitigate risks related to fraud and abuse, including Anti-Kickback Statutes, the False Claims Act, and Civil Monetary Penalties Law, to protect the company and its partners.
- Interpret telehealth laws and scope of practice rules to ensure that clinical services are delivered lawfully across supported jurisdictions.
- Navigate HIPAA requirements and other privacy regulations to safeguard patient information and support compliant data practices.
- Monitor state AI laws and other emerging regulations, translating technical developments into legal implications and recommended actions for product and clinical teams.
- Partner with clinical and quality teams to design governance frameworks for AI initiatives that meet regulatory expectations and ethical standards.
- Represent Rula in discussions with regulators, auditors, and legal counterparts to advocate for the company's interests and clarify operational realities.
- Develop internal tools, training materials, and playbooks that empower non-legal teams to maintain compliance in day-to-day activities.
- Collaborate with finance and revenue teams to address reimbursement issues under Medicare, Medicaid, and other payer programs.
- Lead cross-functional projects that require deep regulatory analysis and coordinated action across legal, clinical, and commercial functions.
- Track legislative and regulatory trends in healthcare to anticipate risks and position the company for proactive compliance.
- Serve as a point of escalation and expertise for complex legal questions that arise during rapid business development.
Requirements
- You hold a current license to practice law in at least one U.S. jurisdiction and maintain good standing with the relevant bar.
- You bring a minimum of 7 years of related professional experience in roles that demand rigorous analytical and practical legal support.
- You have at least 5 years of focused healthcare regulatory law experience in either a law firm or in-house setting, covering corporate practice of medicine, fraud and abuse, telehealth, scope of practice, HIPAA, clinical governance for AI, and Medicare and Medicaid requirements.
- You possess a minimum of 5 years of contracting experience, with a demonstrated ability to draft and negotiate provider agreements, payor agreements, commercial agreements, network participation agreements, business associate agreements, management services agreements, and professional services agreements.
- You have worked directly with healthcare providers or healthcare entities and understand the operational realities of delivering regulated services.
- You offer strong writing, analytical, communication, and interpersonal skills, allowing you to convey complex legal concepts in a succinct and practical manner.
- You thrive in fast-paced environments, balancing multiple priorities while maintaining accuracy and attention to detail.
- You are able to work independently and as part of a collaborative team, taking ownership of ambiguous problems and driving them to resolution.
- You are committed to continuous learning, staying current on changes in healthcare law and emerging issues in technology and clinical governance.
- You are based in the United States and able to perform remote work under Rula's remote-first policy, which currently does not include hiring in Hawaii.
Nice to have
- You have previous experience in Privacy Law, including practical exposure to data protection frameworks and compliance programs.
- You have previous experience in Employment Law, with familiarity to HR policies and workplace regulations.
