About the role
The hire owns the end-to-end safety analysis program for a new NRC-licensed uranium enrichment facility in Los Angeles, California. They will establish and refine the Integrated Safety Analysis (ISA) program in strict accordance with 10 CFR Part 70 Subpart H, creating the underlying framework that ensures regulatory compliance. This role requires shaping facility design and safety basis decisions from the earliest engineering stages through commissioning and full operations. The position holder will serve as the definitive technical authority and primary contact for the NRC during audits, inspections, and all regulatory interactions. They will drive the execution of critical safety disciplines, including hazard identification, accident sequence modeling, and consequence analysis for nuclear, chemical, and fire scenarios. The role involves building, mentoring, and leading a high-caliber team of engineers and analysts dedicated to maintaining the highest safety standards. Ultimately, this leader will ensure that safety risk is managed proactively, enabling the company to deliver on its mission of producing secure, domestic nuclear fuel.

What you'll do
Establish and continuously improve the Integrated Safety Analysis (ISA) program for a greenfield uranium enrichment facility in strict accordance with 10 CFR Part 70 Subpart H.
Develop and institutionalize program procedures, standards, analytical tools, training curricula, and risk-informed decision-making practices for the safety analysis function.
Define the technical direction for ISA, Indirectly Realistic Operating States (IROFS), Management Measures, and the overall facility safety basis from conceptual design through operational phases.
Build, mentor, and directly manage a team of dedicated ISA engineers and safety analysts, fostering a culture of rigor, accountability, and proactive safety.
Lead the creation of the ISA Summary and the comprehensive Safety Analysis Report to support the license application, ensuring completeness and regulatory alignment.
Serve as the primary technical point of contact for all NRC interactions, including audits, inspections, and formal review meetings, representing the company professionally.
Lead systematic hazard identification and accident sequence modeling activities using HAZOP, What-If, and FMEA methodologies for complex process operations.
Perform detailed consequence analysis and likelihood determination for nuclear criticality, chemical, fire, and external hazard scenarios to inform risk decisions.
Oversee the assessment and management of risks associated with natural phenomena and external events, ensuring designs incorporate appropriate protective measures.
Review and maintain Indirectly Realistic Operating States (IROFS) and Management Measures, evaluating the safety impact of all design and operational changes.
Collaborate closely with engineering, operations, licensing, and quality assurance teams to integrate safety analysis findings into facility design and procedures.
Provide clear, technically sound advice to company leadership regarding safety risk profiles, regulatory strategy, and high-impact design and operational decisions.
Champion the translation of complex NRC requirements and guidance into actionable, executable program elements and procedural controls.
Act as a subject matter expert on uranium enrichment technologies, vacuum systems, cryogenics, and compressible flow, applying this knowledge to safety analysis challenges.
Requirements
Candidates must hold a Bachelor's degree in chemical, mechanical, nuclear, or a closely related engineering field; an advanced degree is preferred.
Applicants must bring a minimum of 8 years of professional experience in nuclear safety analysis, process safety, or a comparable high-hazard industry environment.
A minimum of 3 years in a leadership or lead technical role is mandatory for this position.
Demonstrated experience in developing or materially contributing to an Integrated Safety Analysis (ISA), Safety Analysis Report (SAR), or equivalent safety basis is required.
Expertise in applying ISA and Process Hazard Analysis (PHA) methods such as HAZOP, What-If, and FMEA is essential.
Prior experience working directly with nuclear regulators and translating complex regulatory requirements into executable company programs is required.
Excellent written and verbal communication skills are necessary to convey detailed technical safety data to diverse audiences and regulatory bodies.
The ability to work collaboratively across multi-functional teams, including engineering, operations, and licensing, is a strict requirement.
Nice to have
Direct experience with NRC 10 CFR Part 70 licensing and guidance, including specific familiarity with NUREG-1513 and NUREG-1520.
Hands-on experience with fuel-cycle facilities, uranium enrichment operations, or nuclear chemical process environments.
Prior leadership in ISA, safety analysis, or licensing roles at a previous NRC-licensed facility.
A proven track record of building safety programs within startup, greenfield, or rapid-growth organizational environments.
Knowledge of uranium enrichment technologies, vacuum systems, cryogenics, or compressible flow principles.
Possession of a Professional Engineer (PE) license, Certified Safety Professional (CSP) certification, NRC criticality safety qualification, or other relevant professional credentials.
