About the role
Duolingo seeks a Government Affairs Manager in China to oversee public agency interactions and regulatory compliance. This position serves as the primary liaison between Duolingo and Chinese government bodies. You will ensure all operations align with local laws and regulatory expectations. The role demands proactive problem-solving and meticulous execution. The position is based in Beijing. The compensation package is 250000 CNY annually. You will report to the regional leadership team and work closely with headquarters stakeholders. This is a hands-on role requiring deep engagement with policy implementation.

What you'll do
Coordinate all interactions with the CAC and MIIT to ensure alignment with current directives.
Build and maintain constructive dialogue with these agencies to facilitate smooth operational continuity.
Manage the flow of information and ensure timely responses to all regulatory queries and requests.
Design and execute response plans for regulatory inspections and inquiries with structured documentation.
Create documentation frameworks and assign clear ownership to ensure every step is traceable and auditable.
Implement and update China-specific compliance programs to reflect the evolving legal landscape.
Monitor shifts in legal requirements for AI, data, and content to preemptively address potential issues.

Maintain Governance and Records (GR) documentation including meeting minutes and action item logs.
Organize filing schedules to ensure all records are readily available for official reviews and audits.
Collaborate with Security, Legal, and Product teams to ensure feature launches comply with education technology regulations.
Ensure new products meet compliance standards before market entry to avoid regulatory friction.
Prepare materials for regulator meetings including crafting briefing notes and executive talking points.
Manage follow-up activities after industry conferences and official visits to maintain regulatory engagement.
Develop relationships with ministry-affiliated organizations to stay informed on policy trends.
Engage with industry associations to support long-term strategic objectives and networking.
Drive follow-through on data privacy and cybersecurity matters to protect user information.
Manage AI algorithm filings and related documentation to meet regulatory submission standards.
Ensure compliance with minors protection rules as part of the core regulatory obligations.
Requirements
You must hold a Bachelor's degree or higher in a relevant field.
A background in law, public administration, or business is advantageous for understanding complex frameworks.
You need 3+ years of relevant work history within China's tech or education sectors.
Direct exposure to regulatory environments is necessary to navigate governmental procedures effectively.
You must prove skill in managing inspections and regulatory filings with precision and care.
Experience handling complex, cross-functional projects under pressure is required to meet deadlines.
You need practical knowledge of key regulatory topics including online content oversight.
