About the role
Cape is building a privacy-first mobile carrier from the ground up to give users control over their personal data. The Technical Program Manager will own the execution of complex, cross-functional programs that are essential to core technologies and functionality critical to the business. This role focuses on designing, implementing, and optimizing workflows to reduce friction and ensure seamless integration across platforms. You will remove roadblocks, anticipate customer needs, and empower engineers to solve technical challenges without operational distractions. You will drive initiatives that integrate technologies for Government, Enterprise, and Consumer sectors while maintaining a relentless focus on on-time, high-quality delivery.

- Execute on-time, high-quality delivery of projects that enable the core technologies essential to the business.
- Streamline workflows and reduce friction across engineering and product teams through process optimization.
- Communicate proactively to resolve potential risks or issues before they impact project progress.
- Empower engineering teams to focus on high-value technical problems by handling operational complexity.
- Integrate technologies to meet the distinct needs of Government, Enterprise, and Consumer customers.
- Track and stabilize projects while removing roadblocks and anticipating both internal and external customer needs.
- Align cross-functional stakeholders to ensure seamless integration and buy-in on key initiatives.
- Manage competing priorities in a fast-paced environment while maintaining clear ownership of program outcomes.
- Collaborate with world-class engineers, architects, and visionaries to solve "impossible" problems.
- Contribute to building and scaling the privacy and security features that distinguish Cape's network from legacy carriers.
- Drive processes that ensure deliverables meet strict quality standards and regulatory considerations.
- Act as the central point for coordination, ensuring that milestones are met and dependencies are managed effectively.
Requirements
- Program Execution & Leadership: Proven ability to manage complex, cross-functional projects and drive them to successful completion with minimal oversight.
- Process Optimization: Expertise in identifying inefficiencies, optimizing workflows, and implementing scalable processes that improve team productivity and collaboration.
- Cross-Functional Influence: Strong collaboration and communication skills to work effectively with engineering, product, and other stakeholders, driving alignment and buy-in on key initiatives.
- Problem-Solving & Risk Management: Strong ability to foresee potential challenges, mitigate risks, and resolve issues swiftly to keep projects on track.
- Customer-Centric Mindset: A deep understanding of customer needs, with the ability to ensure product and technology solutions align with both internal goals and customer expectations.
- Technical Understanding: Familiarity with technical concepts and the ability to engage with engineering teams to understand technical challenges, priorities, and dependencies.
- Adaptability: Comfortable working in a fast-paced, evolving environment with a strong ability to adjust priorities and tactics as needed.
- Bachelor's degree in a relevant field, or equivalent practical experience.
- 5 years of experience in program management or equivalent field.
- 3 years of experience managing cross-functional and/or cross-team projects.
Nice to have
- Prior experience in the telecommunications industry.
- Familiarity with privacy-focused or security-sensitive product programs.
- Experience working with government or enterprise stakeholders in a technical capacity.
- Knowledge of network operations or infrastructure concepts relevant to mobile carriers.
- Background in agile program management methodologies and tools.
