Director, Regulatory Compliance & Export Controls

About the role

Tomorrow.io is seeking a Director to establish and lead our company-wide regulatory compliance and export controls program. This role is crucial for ensuring adherence to all relevant regulations as we develop spacecraft, operate Earth observation systems, expand internationally, and manage advanced technologies. You will be the primary compliance expert, integrating requirements into all aspects of our business, from product design to global strategy.

What you'll do

• Oversee all licensing and compliance for satellite operations, including NOAA authorizations and FCC/ITU spectrum and satellite licensing.
• Manage and enhance the company's export control and trade compliance program, ensuring alignment with EAR, ITAR, and other international rules.
• Create and maintain export classifications, licensing strategies, Technology Control Plans, and authorization processes for all hardware, software, and technical data.
• Collaborate with engineering, operations, security, and IT teams to embed compliance into the product development lifecycle.
• Act as the main compliance advisor for international partnerships, supplier relationships, technology transfers, and global business activities.
• Ensure compliance for spacecraft development, launch campaigns, mission operations, and orbital debris mitigation.
• Develop governance structures for controlled technologies, engineering environments, and data management.
• Work with legal, supply chain, and business development to incorporate compliance into contracts and agreements.
• Advise leadership on regulatory risks associated with international business, investments, and partnerships.
• Track new regulations and industry standards, assessing their impact on the business.
• Provide training, develop policies, and serve as the company's subject matter expert on compliance and responsible space operations.

Requirements

• Bachelor's degree in Engineering, Aerospace, Physics, International Trade, Business, Law, or a related field.
• A minimum of 8 years of experience in aerospace, defense, satellite, remote sensing, or similarly regulated industries.
• Proven experience managing EAR and ITAR compliance programs.
• Experience classifying hardware, software, and technical data under U.S. export regulations.
• Experience developing and implementing Technology Control Plans and export compliance procedures.
• Experience supporting spacecraft, satellite, launch, Earth observation, or remote sensing programs.
• Familiarity with FCC licensing, orbital debris regulations, space safety rules, and launch compliance.
• Ability to collaborate effectively with engineering, operations, legal, security, and executive teams.

Nice to have

• Experience supporting international operations and technology transfers.
• Experience building compliance programs in a fast-growing or startup environment.
• Experience supporting mergers, acquisitions, and strategic partnerships.

Skills & tools

• Expertise in U.S. export control regulations (EAR, ITAR).
• Knowledge of FCC and ITU regulations.
• Understanding of space industry specific regulations and best practices.

Practical notes

• This position requires access to technology controlled under U.S. export control laws. Therefore, it is restricted to U.S. citizens, permanent residents, and protected individuals unless necessary licenses are obtained.
• Anticipated salary range: $190,000 - $225,000, dependent on market, skills, and experience.
