About the role
Tomorrow.io is seeking a Deputy Program Manager to oversee a contracted NOAA program. This role is crucial for ensuring the program's organization, compliance, and effective execution across various teams and stakeholders. You will be accountable for meeting all contractual obligations and customer expectations.

What you'll do
- Oversee program execution at both IDIQ and task order levels, ensuring all contract requirements, deliverables, and deadlines are met.
- Manage the program's operational rhythm, including leading kickoff meetings, progress reviews, and stakeholder discussions.
- Maintain a comprehensive integrated master schedule that tracks task order milestones, dependencies, and key decision points.
- Develop and manage essential program documentation such as the Project Management Plan, communication plans, risk registers, and status reports.
- Drive the implementation of individual task orders, from scope definition to resource allocation and closeout.
- Facilitate collaboration between technical leads and corporate functions to resolve issues and remove blockers.
- Support contract execution by coordinating labor visibility, subcontractor activities, and invoicing inputs.
- Proactively identify and escalate program risks, issues, and dependencies that could impact cost, schedule, or quality.
- Prepare and deliver program updates, briefings, and reports for both NOAA and Tomorrow.io leadership.
- Ensure all program records are maintained within approved systems like Jira, Confluence, and GitHub Projects.
- Conduct quality reviews of program deliverables before submission.
Requirements
- A minimum of 5 years of experience in project management, program management, technical program management, or government program execution.
- Demonstrated experience managing complex programs with multiple workstreams, stakeholders, schedules, risks, and reporting obligations.
- Familiarity with NOAA's NWP modeling suites.
- Experience supporting government contracts, federal programs, task orders, or customer-facing delivery programs.
- Strong project management discipline, including proficiency in schedule management, risk assessment, action tracking, meeting facilitation, and status reporting.
- Excellent written and verbal communication skills, with the ability to produce executive-level reports and updates.
- Experience with project management and collaboration tools such as Jira, Confluence, GitHub Projects, Smartsheet, Asana, or Monday.com.
- Ability to thrive in a dynamic environment with shifting priorities and time-sensitive deliverables.
Nice to have
- Experience managing programs in software, cloud, data, scientific, engineering, aerospace, weather, or federal technology sectors.
- Prior work with government agencies like NOAA, NASA, or DoD.
- Knowledge of federal contract compliance and government reporting procedures.
