About the role
The HR Business Partner serves as a strategic advisor to key operational groups, aligning talent initiatives with the company's mission of enabling hypersonic testing at Mach 5+. This role owns the end-to-end employee lifecycle for designated client groups, ensuring policies and programs support operational readiness and safety. The partner drives performance management processes that reinforce accountability and continuous improvement across engineering and production functions. They own the employee relations lifecycle, from case intake to resolution, maintaining fair and consistent application of policies. This position leads engagement efforts specific to manufacturing and facilities environments, translating survey insights into actionable plans. The HRBP also stewards succession planning for critical technical and operational roles, ensuring continuity in high-risk, high-consequence settings. Finally, the partner coaches managers on leadership and team dynamics to sustain a culture of safety, collaboration, and resilience.

What you'll do
Partner with Manufacturing, Facilities, and EH&S leadership to design HR strategies that reflect the realities of hypersonic testing and production environments.
Own the performance management lifecycle, including calibration of goals, ongoing feedback, and evaluation practices that support safety and reliability.
Design and deploy employee engagement initiatives tailored to shift-based and technical teams, using survey insights to inform action plans.
Investigate and resolve employee relations cases, ensuring consistent application of policies and compliance with regulatory requirements.
Lead succession planning for critical roles, coordinating with leadership to identify high-potential employees and development interventions.
Coach managers on conflict resolution, team development, and performance feedback to strengthen leadership capability across operations.
Serve as a subject matter expert on HR policies and procedures, interpreting regulations and translating them into practical guidance for site leadership.
Support the design and execution of learning and development programs that close skill gaps in maintenance, operations, and engineering.
Utilize HR metrics and data visualization to track trends, identify risk areas, and report outcomes to stakeholders for continuous improvement.
Act as a cross-functional liaison, facilitating communication and alignment between HR, operations, and EH&S teams.
Champion diversity, equity, and inclusion initiatives that reflect the values of a high-trust, safety-critical organization.
Ensure compliance with personnel policies, maintaining confidentiality and integrity in all employee interactions and decisions.
Contribute to talent reviews and promotion discussions, providing data-driven insights to support succession and deployment decisions.
Support the implementation of company vehicles and related operational policies as part of assigned duties in the Mojave location.
Requirements
Bachelor's degree in human resources, Business Administration, or related field.
5+ years of progressive HR experience, with at least 2 years in a business partner or advisory capacity.
Demonstrated experience in performance management, employee relations, engagement, and talent development.
Strong coaching, facilitation, and conflict resolution skills.
Proven ability to work cross-functionally and influence stakeholders at all levels.
Excellent communication, interpersonal, and analytical skills.
High degree of integrity, confidentiality, and professionalism.
Demonstrated ability to lead in a dynamic, fast-paced environment and drive organizational change.
Comfort with basic data analysis and visualization (using Excel, Tableau, or similar tools) to support HR metrics and decision-making.
Ability to obtain and maintain a security clearance.

Travel estimated at <10%.
9/80 schedule.
